This RFT follows an EOI process that closed on the 19 October 2007. Refer to RFT:- DPC/07/001 EOI

The Lower Hunter Regional Strategy (LHRS, Dept of Planning 2006) has identified the - opportunity in the long term to enhance the Region's Freight handling capacity - with the strategy - identifying and preserving land for a freight hub- as well as recognising the need to investigate transport infrastructure to support the hub and -improve the efficiency of freight movements on the rail network.

The land is in proximity of the Newcastle Port and in the vicinity of the junction of the New England and pacific Highways at Beresfield. This site also provides access to the Golden Hwy and main north-south railway, providing a hub for goods from Northern NSW, Western NSW, Queensland and Sydney.

The aim of this scope of works is to therefore undertake a demand and infrastructure analysis (for at least 25 years) for a Freight hub, in the area identified in the LHRS. Specifically the:

  • Broad vision/set of objectives for the employment lands.
  • Identification of economic opportunities and quantification of demand for a Freight Precinct or related uses in the Lower Hunter within a regional, state and national context over at least the next 25 years.
  • Identification of any transport and infrastructure requirements and opportunities, with preferred corridor routes identified (including any Newcastle Freight Bypass)
  • Economic feasibility undertaken with consideration to any critical infrastructure required to support the site. Broad social and environmental analysis to also be undertaken in relation to any key critical infrastructure requirements.
