Sydney Water is pleased to issue this Expression of Interest to the market. The market plays an important role in delivering Sydney Water’s growth objectives and we welcome your expertise as we embark on the formal procurement process. The Prospect Pre-treatment Plant project (‘the Project’) represents a significant investment to improve the reliability and resilience of drinking water supplying the Prospect Water System.

The Prospect Water System supplies drinking water to approximately 85% of Greater Sydney, with Prospect Water Filtration Plant the primary filtration plant for this supply. Sydney Water is under increasing risk of non-compliance due to an increased occurrence of poor raw source water from Warragamba Dam with increased levels of colour and turbidity.

To address these challenges, Sydney Water is seeking a partner to design and construct a new pre-treatment plant upstream of the existing Prospect Water Filtration Plant. Working together, we will achieve the following overarching Project objectives:

  • provide a reliable and resilient water supply
  • improve sustainability and minimise community impacts
  • be adaptable to change
  • improve cost effectiveness

We are seeking a partner who will bring best practice, innovative thinking and a collaborative approach to deliver this project. This is reflected in our design approach which seeks a technical solution that represents best value for money whilst achieving our technical and project objectives.

Our procurement process has been extensively shaped by market feedback. We value this input and the responses received to date. Key elements of this feedback have been incorporated into our delivery model and procurement approach which includes:

  • a collaborative approach to design development, risk and opportunity identification through an Early Contractor Involvement (ECI) process  
  • a fair and balanced contractual risk allocation under an incentivised target cost model
  • bid cost contribution commensurate to the level effort and expertise required to support an ECI process
  • a broad performance specification that allows the market to innovate and apply best practice

Completing registration does not immediately grant a supplier access to the EOI.  

We ask that interested suppliers notify Sydney Water via email at michael.david@sydneywater.com.auwhen they have submitted the self-registration request if they are not otherwise registered in Ariba.  

We ask that interested parties familiarise themselves with the requirements outlined in Conditions for Participation. Parties that cannot meet these criteria will not be invited to participate in the Expression of Interest process. Each proponent will need to complete and sign a Sydney Water standard Confidentiality Deed prior to being granted access to the Expression of Interest documents in Ariba. 

 

 

 

Conditions for Participation

Prospective proponents must be able to satisfy the experience criteria set out below in order to access the Expression of Interest documentation in Ariba. While a formal submission is not required in response to this advertisement, the criteria outlined below will be a Mandatory Criteria of the Expression of Interest:

The Proponent is to provide at least two local or international case studies (in the last 10 years) where a Proponent has delivered services for a major water (including wastewater) infrastructure project of a similar nature, scale and complexity in its capacity as a:

•Designer – for individual projects of a value greater than $100m

•Constructor – for individual projects of a value greater than $100m

Each case study is to include the following information:

•Description of the project and relevance to the Prospect Pre-treatment Plant Project

•Period of involvement, including start and completion date

•The nature of services provided

•Overview of key project elements including design principles, construction methodology, process technology, project outcomes

•innovations and value optimisations offered

•Role of each company in the delivery organisation (eg JV partner, subcontractor etc.)
