Tender Details

 

 

The FP&IAU will refer requests for work to the successful consultant as per the following:

 

1)                  Preparation of Business Valuation Reports including the following work:

i)                Assess and provide an opinion on whether businesses meet eligibility criteria at section 3 of the BEA Guidelines.

ii)              Assess and provide an opinion on whether business principals meet eligibility criteria at section 4 of the BEA Guidelines.

iii)             Provide an opinion on the viability of the business as at 31 July 2007 (just immediately prior to the introduction of the Code).

iv)            Provide an opinion on whether the business has become unviable since 31 July 2007 and any reasons you may be able to identify for that non-viability.

v)              Assess the business value in accordance with the provisions of section 4 of the PNF Industry Assistance Program BEA Guidance Notes.

vi)            Provide advice on the proportion of the business value attributable to the PNF industry. 

vii)           Provide verification of, and list the numbers and names of all employees on the company’s books as at 1 August 2007. 

viii)         Provide confirmation of when employees commenced with the business and when they were made redundant, including entitlements paid and under which award or agreement they were employed.

ix)            Provide verification of, and list, all working principals with ownership rights in the business and their level of actual or nominal wage.

 

2)           Provide financial, tax and/or other advice on PNF Industry Assistance Program matters as requested.

 

The FP&IAU will refer applicants to the consultant following preliminary assessment of an application. The FP&IAU will specify the advice that is being sought (as identified above) and provide some documentation on the business and any policy advice required.  It is anticipated that once the consultant is requested by the FP&IAU to conduct the business valuation report that the consultant will liaise directly with the business in order to obtain the necessary information to conduct the assessment and valuation report.

 

Requests to the consultant for information or action by the applicant outside the scope of preparation of the assessment and valuation report should be referred back to the FP&IAU for direction. 

 

These applicant businesses are located across NSW.  It is anticipated that there will be between 20 and 80 applications from businesses that will require a report. These are estimates only and may vary.

 

It is anticipated that:

1.              implementation of this program will commence by 1 March 2009;

2.              applications under BEA will close on 15 May 2009;

3.              business assessments and valuation reports by the consultant (independent assessor) will be conducted between 1 March 2009 and 28 February 2010; and

4.              advice on PNF industry assistance program matters may be requested from signing of a contract to the end of the program scheduled for 30 June 2012.

 

These dates are dependent upon NSW Ministers approving the proposed Program and its implementation.

 

It is envisaged that the consultant will deliver Business Valuation Reports and advice, including all requested elements outlined above and in accordance with Appendix 1 of the BEA Guidelines, and advice as requested in a timely manner.

 

It is anticipated that the FP&IAU will refer businesses that apply for assistance under BEA to the consultant.
