Tender Details

  

The Government of New South Wales (“NSW Government”) is reforming its electricity industry and will exit the competitive areas of the sector by:

     Contracting the electricity trading rights of all State-owned power stations to the private sector, commonly referred to as the Gentrader model;

     Selling the retail operations of its three State-owned electricity distribution companies; and

     Selling State-owned sites for the development of future power stations to be owned and operated by the private sector.

The NSW Government will maintain public ownership of existing power stations and electricity transmission and distribution networks (the “poles and wires”).

The NSW Government has established a process to identify and select suitably qualified parties to participate in a competitive bid process (the “Bid Process”) for the purchase of the Gentrader contracts, retail operations and power station development sites.

Applicants are initially evaluated against published selection criteria, and those who best meet the required criteria are invited to Tender (as tender type Pre-Qualified/Invited).

Lodgement and Closing Date of Expressions of Interest (EOI)

Interested Parties who wish to obtain a copy of the EOI documents and electronically submit a response to the EOI will need to self-register on this website in order to gain access to the EOI documents and be provided with instructions for the electronic lodgement of EOIs. 

The Invitation for Expressions of Interest (Invitation) offers a choice of physical (hard copy) or electronic lodgement (or both).

All EOIs are to be lodged by the closure date and time specified in the Invitation (the “Closure Date”) either:

  • Electronically via this secure website (“Electronic Tender Box”) until the Closure Date; or
  • Hard copies may be delivered to NSW Treasury at Governor Macquarie Tower, 1 Farrer Place, Sydney NSW 2000, Australia during office hours until the Closing Date.

OBTAINING the EOI DOCUMENTS;

Once you have self registered click on the Download a Soft Copy -Free link on the bottom of the page and follow on screen instructions.

SUBMITTING AN ELECTRONIC RESPONSE:

To lodge your response to the Invitation click on the link Lodge a Response at the very bottom of the page.

A system generated electronic receipt is issued to the interested Party to confirm the lodgement.

CLOSURE DATE:

 Expressions of Interest must be lodged by the Closure Date of:

1.00 pm on Wednesday, 18 November 2009 (Australian Eastern Daylight Time)

If lodging response to the Invitation electronically, Interested Parties should note that upload times may vary significantly depending on system configuration.  Interested Parties should therefore ensure responses are lodged in sufficient time to be received by the Electronic Tender Box before the Closure Date.

Any response to the Invitation submitted by email or facsimile are not acceptable and will not qualify as being properly lodged.

UPDATES and CLARIFICATIONS:

The Government may communicate updates or clarifications in relation to the Invitation, the EOI process or any transaction referred to in the Invitation on the Government’s Energy Industry Reform public website (http://www.nsw.gov.au/energy/).

Any updates or clarifications not specific or confidential to an Interested Party will be also be posted to the Government’s Energy Industry Reform public website.

It is the responsibility of Interested Parties to check the public website for any updates or clarifications relating to these matters. The Government is under no obligation to inform Interested Parties that additional information has been made available on the website.

Interested Parties are responsible for the provision and installation of any necessary software.

PROBITY:

Should any potential Interested Party feel that it is unnecessarily precluded from submitting a response or disadvantaged by terms or specifications as outlined in the Invitation, the respondent is invited to write in confidence to the Probity Advisor (refer Invitation for details).
