Tender Details

Location based initiatives under the NSW Government’s Interagency Plan to Tackle Aboriginal Child Sexual Assault have been grouped together as the Focus Communities Program.

The Program involves government agencies working together to improve services locally and to assist Aboriginal communities in their advocacy and efforts to protect children. 

Initially four Aboriginal communities participated. Five communities in the Western Region were added under the Safe Families Program. Across the nine communities there is a common goal to tackle child sexual assault through community engagement, early intervention, prevention and support services and stronger coordination of child protection services locally. 

The Safe Families Program has a distinct operating model. Under this Program, NSW Government funding is assigned for additional services and personnel and their co-location as dedicated teams near to the communities that they serve. Teams work with vulnerable children and families and seek to build community protections for them. There is a strong educational focus. 

This evaluation is to be formative and will examine whether the Focus Communities Program is being implemented effectively. It will identify factors associated with positive results, identify barriers to implementation and indicate opportunities for improvement. Comparison of the different operating models is to be made. The evaluation will also develop baseline measures for use in subsequent outcome evaluation.
