REVIEW OF THE STATE CONTRACTS CONTROL BOARD'S AGENCY ACCREDITATION SCHEME FOR GOODS AND SERVICES - 1001114

The State Contract Control Board (SCCB) agency accreditation scheme allows agencies to undertake procurements for their own agency-specific goods and services valued above $250,000 and up to their level of accreditation. Accredited agencies must continue to use SCCB whole of government contracts (State Contracts), where they are available, when buying goods and services.

The Board considers that agency accreditation is a key tool for leveraging improved public sector performance in the procurement of goods & services. An intended outcome, under Goal 3 of the SCCB draft business plan (Good systems, processes and people) is:

Government agencies' accreditation (to undertake their own procurements) is based on rigorous assessments and periodic review of their procurement capabilities.

More rigorous accreditation assessments will confirm whether agencies have the necessary capabilities to undertake successfully their own procurements and achieve value for money and savings through buying goods and services. Additionally, a more extensive reporting regime by accredited agencies will allow the SCCB to monitor and manage the Government-wide procurement performance.

Generally an invitation from a pre-qualified register of approved tenderers who have the ability to undertake the particular work or type of work proposed, a limited number of service providers are known to carry out the work or service (or in emergency or other restricted situations). Tenderers have usually been pre-qualified, accredited, or selected for the type of work and financial range. Competitive bids called from a standing offer (panel / period) contracts would also use this type.
