Tender Details

Sydney Metro is Australia's biggest public transport project. A new standalone metro railway system, this 21st century network will deliver 31 metro stations and 66km of new metro rail for Australia's biggest city — revolutionising the way Sydney travels. Services start in the first half of 2019 on Australia’s first fully-automated railway. 

Sydney Metro is comprised of three projects: 

Sydney Metro Northwest — formerly the 36km North West Rail Link. This $8.3 billion project is now under construction and will open in the first half of 2019 with a metro train every four minutes in the peak.  

Sydney Metro City & Southwest — a new 30km metro line extending the new metro network from the end of Sydney Metro Northwest at Chatswood, under Sydney Harbour, through the CBD and  south west to Bankstown. It is due to open in 2024 with an ultimate capacity to run a metro train every two minutes each way through the centre of Sydney. 

Sydney Metro West – a new underground railway connecting the Parramatta and Sydney central business districts. This once-in-a-century infrastructure investment will transform Sydney for generations to come; doubling rail capacity between these two areas, linking new communities to rail services and unlocking housing supply and employment growth between the two CBDs. Sydney Metro West will service the key precincts of Greater Parramatta, Westmead, Sydney Olympic Park, The Bays Precinct and the Sydney CBD.

This Invitation for Expression of Interest deals with the Crows Nest integrated station development package. Additional information on the project is available on the Sydney Metro website at https://www.sydneymetro.info/integrated-station-development.

Sydney Metro invites organisations that share its vision of place making to register their interest in the delivery of an integrated station development that will complement the vibrant character of Crows Nest. The Crows Nest integrated station development (Crows Nest ISD) consists of the design, construction and commissioning of the new metro station at Crows Nest, as well as investing in and delivery of four over station developments.  

Sydney Metro's vision is to create intuitive, safe and efficient stations, activated and engaging precincts which truly reflect the government's commitment to quality, design excellence, and place making. 

Located on the Pacific Highway between Oxley Street and Hume Street, the new Crows Nest Station will be a welcoming and inclusive transport hub, boosting accessibility for businesses and residents in the nearby Crows Nest Village and St Leonards areas. The Crows Nest ISD will complement this vibrant and bustling neighbourhood, making the area more connected than ever before. 

Sydney Metro invites suitably qualified and experienced organisations that have an interest in delivering the Crows Nest ISD to register their interest in accordance with the Registration Form.  

An invitation to submit an Expression of Interest (EOI) for the Crows Nest ISD (Invitation) will be provided to interested parties that have successfully registered their interest and have been accepted for registration by Sydney Metro (successful Registrants).  

Following registration, Sydney Metro will notify the successful Registrants and provide them with access to a dedicated web-based data room containing further information on the procurement process, and additional supporting documents and information to enable them to respond to the Invitation. Access to the data room will be subject to the successful Registrant agreeing to Sydney Metro's terms for use of the data room. 

Any documents made available in the data room, provided with the Invitation or otherwise provided in connection with the Crows Nest ISD procurement process are provided for information only and Sydney Metro has no liability in respect of the documents. 

EOI submissions for the Crows Nest ISD will only be accepted from successful Registrants who have been accepted for registration by Sydney Metro (or, in the case of a consortium, where at least one member of that consortium is a successful Registrant).

Subject to satisfying the requirement that at least one member of each consortium is a successful Registrant, Sydney Metro is not restricting the ability of entities to join with other entities to form teams or consortia for the submission of an EOI for the Crows Nest ISD, or similarly to change their arrangements prior to submission of an EOI. Successful Registrants may join with other entities, including those who have not registered, for the purpose of submitting an EOI. This is a matter solely for the successful Registrants and their team members.

Expression of Interest for Specific Contracts - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a specific work or service. Applicants are initially evaluated against published selection criteria, and those who best meet the required criteria are invited to Tender (as tender type Pre-Qualified/Invited).

Additional Details / Instructions

To register, interested parties must: 

  • return a copy of the completed Registration Form with 2-page statement and the executed Confidentiality Deed Poll by email to SydneyMetro.CrowsNestISD@transport.nsw.gov.au before the closing time and date for registration at 2.00pm on Friday 14 September 2018; and

  • submit their response as two (2) files only.

One file must contain the executed Confidentiality Deed Poll and the other the completed Registration Form with a 2 page statement containing the description of the interested party and its team members, and their anticipated roles in the Crows Nest ISD.

Conditions for Participation

An interested party is to complete and return the Registration Form with a statement of no longer than two (2) pages containing a description of the interested party and its team members, and their anticipated roles in the Crows Nest ISD. The executed Confidentiality Deed Poll must also be provided.
