| Minimum Requirements 1. Completed of the WHT Confidentiality Deed Poll 2. Qualified under SCM0005 Performance and Management Services Scheme (under Category 15c Major Project Procurement / Delivery and Project Management) at the time of RFT release 3. Successfully provided Project delivery assurance and construction monitoring services for the delivery phase of a major transport related infrastructure project that meets the following minimum requirements (collectively): ? capital value greater than $500m; ? delivered within the last 5 years; 4. Participated in the procurement and delivered large-scale transport infrastructure initiative for Australian or State government or State statutory authorities or public sector organisations 5. Experienced in delivery of tunnel infrastructure, preferably inclusive of tunnel construction using tunnel boring machine (TBM) excavation methods. Evaluation Criteria Assessment Comparative: Non-Price Technical Skills and past performance Knowledge and experience ? Evaluation Criteria 1 - 65% ?Evidence that the Tenderer?s Key Personnel comply with the minimum experience criteria as per clause 5.1 of the Services Brief for each Delivery Specialist category. ?Experience working in front line construction roles and or site surveillance roles on major infrastructure or relevant projects, but not essential. ?Demonstrated knowledge of and experience with the implementation of quality assurance systems, WHS and environmental management systems in construction industry projects. ?Demonstrated experience in planning and implementing surveillance and in monitoring and assessing compliance against standards, policy and practices. Technical skills and qualifications ? Evaluation Criteria 2 - 10% ?IT skills ? Word / Excel / Outlook/ Surveillance Diary Software. ?Understanding of construction programs Comparative: Price Proposed Fee Structure (Schedule of rates) - 25% ?Tenderer?s approach to ensuring that value for money is obtained by the State throughout the Project. ?Tenderer?s approach to the inter-state and international Factory Acceptance Testing and similar process scope. |
