Tender Details

Western Harbour Tunnel is a major transport infrastructure project that will make it easier, faster and safer to get around Sydney. By creating a western bypass of the Sydney CBD, Western Harbour Tunnel will take pressure off the Sydney Harbour Bridge, Sydney Harbour Tunnel, Anzac Bridge and Western Distributor to improve transport capacity in and around Sydney Harbour.

TfNSW intends to deploy a tagless tolling solution for the Western Harbour Tunnel and has developed a concept solution that combines current technology with key opportunities and innovations.  The concept solution is designed to meet the specific requirements of the Western Harbour Tunnel and be aligned with the TfNSW Future Transport Technology Roadmap.

The MIP participants will be briefed on TfNSW’s proposed tolling solution and provided with a written description ahead of an industry briefing session.

MIP participants are invited to submit answers to a series of questions relating to the tolling solution. Where participants choose to submit written answers, TfNSW may request a follow up with the participant to clarify and better understand the provided answers.

Additional Details / Instructions

To participate in the MIP, each applicant must satisfy the Entry Requirement and provide the Required Documents to TfNSW’s satisfaction:

Entry Requirement – Demonstrated Experience and Capability (Maximum Two A4 Pages with no less than 10-pt Arial font)

Interested parties are required to submit a response demonstrating that, if the party was successful in the future tender process, it has the capability to perform all or part of the tolling services generally described above.

Details that a party may provide as part of this response include: 

• past projects or capabilities, including details of the value, client, scope and timing related to:

  • tolling services;
  • traffic management or enforcement;
  • video analytics, computer vision etc. that may relate to tolling or traffic management;
  • vehicle mapping services;
  • other technical services that may relate to the services generally described above.

• accreditations or related corporate capability information; and

• any other information that the party wishes to include to satisfy TfNSW that, if the party was to participate in the future tender process, it has the capability and experience to perform all or part of the tolling services generally described above.

All interested parties are required to submit the Entry Requirement document to TfNSW at whtshtam@transport.nsw.gov.au with the following email subject heading: ‘[Name of organisation]: WHT Tolling: Market Interactive Process – Entry Requirement Submission’ before 4 April 2024.

Interested parties’ submissions will be reviewed and evaluated by TfNSW to determine, in TfNSW’s absolute discretion, that the party has the capability and experience to perform all or part of the Tolling Services if successful in the tender process.

TfNSW will contact all interested parties who have submitted the two-page Entry Requirement via email to confirm whether they have been approved (or otherwise). 

Required Documents – Company Confidentiality Deed, Individual Confidentiality Deed and Data Room Access Form

Following notification to the interested party that it has satisfied the Entry Requirement, the interested party will need to submit the following Required Documents before the Market Interactive Data Room access is provided by TfNSW: 

1. Corporate Confidentiality Deed Poll (Template Provided) - if the party has not previously provided TfNSW with a Corporate Confidentiality Deed Poll as part of market interactives undertaken by TfNSW, the party must provide a Corporate Confidentiality Deed Poll executed by their organisation.

2. Individual Confidentiality Deed Poll (Template Provided) - if the party’s nominated individuals for data room access have not provided TfNSW an Individual Confidentiality Deed Poll as part of market interactives undertaken by TfNSW, the party must provide Individual Confidentiality Deeds Poll executed by nominated individuals seeking access to the data room. 

3. Data Room Access Form (Template Provided) - the applicant is required to complete a data room access form providing details of the individuals requiring access to the Data Room.

 

All applicants must comply with the TfNSW Statement of Business Ethics (Statement) through the procurement process and any subsequent contract period. A copy of the Statement is available at: Transport Statement of Business Ethics
