Tender Details

The Port Macquarie Southern Breakwater Project, consists of the remediation and upgrade of the southern breakwater head and southern inner river revetment, the footpath along the crest of the structure, and associated accessways, and landscaping preparation measures at the Hastings River entrance in Port Macquarie, New South Wales (NSW).

The construction activities include but are not limited to:

  • Documentation required under Specifications such as the Project Management Plan including but not limited to Construction Programme, Method Statement, Quality Control Plan and relevant Safe Work Method Statements, the Contractor’s Construction Environmental Management Plan (CEMP).
  • Preliminaries including but not limited to install site security fence, access gates and signboards,  install site offices,  connection of temporary services, survey set-out of Works by a Registered Surveyor,  prepare material storage areas, provide and maintain dewatering measures for the duration of the Works as required, provide and maintain environmental, erosion and sedimentation controls for the duration of the Works as required; and, pre-construction condition assessment.
  • Protection of the Works from waves, tidal action and stormwater.
  • Documentation of existing signage and temporary removal and storage or temporary fixing/display to site compound fencing at locations as instructed by the Principal Representative, as required;
  • Demolition of existing structures, as required.
  • Earthworks including excavation and subgrade preparation works.
  • Disposal of demolition and excavated materials unsuitable for reuse at an approved and suitably licensed location.
  • Reuse of demolition and excavated materials in the Works where suitable (as approved by Principal’s Representative)
  • Construction of the new elements including the new rock revetment upgrade, and concrete retaining walls, footpath, accessways, and landscaping (including 2 year landscaping maintenance).
  • Loading and Haulage of pre stockpiled rock to the site for construction of the upgrade to the southern breakwater head and southern inner river revetment
  • Quality Management of the Works.
  • Environmental, Health and Safety Management of the Works.
  • Traffic Management of the Works.
  • Reinstall existing signage from temporary storage or fixing/display prior to practical completion at locations nominated by the Principal’s representative.
  • Completion including but not limited to site reinstatement, post-construction condition assessment; site disestablishment; site clean-up and contractor’s data report.

Attendance and Participation

Organisations wishing to participate in the tender for the Port Macquarie Southern Breakwater Construction Project must attend the site inspection.

Tenderers must complete a valid Confidentiality Deed Poll and submit back to the Contact Officer at bhavin.desai@transport.nsw.gov.au. 

Tenderers are permitted up to 2 attendees from each organsiation to attend the site inspection. Organisations are required to confirm each attendees name, email address and phone number and submit through to the Contact Officer at bhavin.desai@transport.nsw.gov.au.

TfNSW retains the right to issue the Tender documentation to Organisations at it's sole discretion. Please contact the Contact Officer if you are unable to locate the Confidentiality Deed Poll.

All tenderers are required to meet the following Minimum Requirements:

1) Tenderer must be able to demonstrate that their management systems meet the following requirements:

Work Health and Safety Management System

The Contractor’s WHS system must comply with the Work Health and Safety Management Guidelines for Construction Procurement (Edition 6, December 2019)..

Environmental Management System

The contractor’s Corporate Environmental Management System must comply with ISO 14001:2015 Environmental Management System or AS/NZS 14001:2016.

Quality Management System

The Contractor’s quality management system must meet the requirements of TfNSW Quality Management System Specification Q6.
