Tender Details

Transport for NSW (TfNSW) is inviting suitably experienced and qualified organisations to pre-register their interest to participate in the procurement process for the delivery of the M1 Princes Motorway Upgrade: Mt Ousley Interchange.

The Mt Ousley Interchange project will be delivered via a collaborative Design and Construct (D&C) contract. Key features of the Mt Ousley Interchange project include:

  • An overpass and two roundabouts, providing safe access between Mount Ousley Road, the M1 and the University of Wollongong.
  • A heavy vehicle bypass lane, to separate heavy vehicles from southbound traffic on the M1.
  • A southbound heavy vehicle exit ramp to Mount Ousley Road, to separate heavy and light vehicles exiting the M1.
  • A new entry to the University of Wollongong from the M1, for both northbound and southbound vehicles.
  • A new exit from the University of Wollongong to the M1 northbound, and to Mount Ousley Road.
  • A new southbound service road, replacing the existing southbound access from the M1 to University Avenue.
  • Two new heavy vehicle safety ramps.
  • A new pedestrian and cyclist bridge over Mount Ousley Road and the M1 Princes Motorway, and a new shared path connecting suburbs to the north with the University of Wollongong and the TAFE NSW Wollongong campus.
  • Upgrades to the existing pedestrian bridge over the M1 at Northfields Avenue, including extending the bridge span and changes to the eastern access ramp.
  • A new commuter car park, relocated to the southern side of the M1, with additional formalised parking spaces.
  • New noise walls in various locations along Mount Ousley Road and the M1.

The project aims to improve road safety by addressing conflicting traffic movements and separating the interaction between light and heavy vehicles, improving travel time and efficiency on this length of the M1 Princes Motorway, accommodating growing freight demand, and enhancing accessibility between the M1 and Wollongong CBD.

 To successfully pre-register interest organisations must:

  1. be in TfNSW’s opinion, a bona fide contractor, consortium, designer or service provider who can demonstrate its capability and experience to play a significant role in a consortium, or act as a contractor in its own right, to deliver the project;
  2. follow the instructions outlined in the attached document titled “M1 MOI - Pre-Registration of Interest v1 Feb22”, including, but not limited to, Section 4 of the document;
  3. be (or be able to be) prequalified with TfNSW:

 a.     under the National Prequalification System for Civil (Road and Bridge) Construction, at the prequalification class of F75 (Financial) or above;

OR

b.     under the Technical Services Registration Scheme for both Complex Road Design and Complex Bridge Design.

TfNSW may determine (in its absolute discretion) that it is appropriate to consider a late registration request.

TfNSW currently intends to release the Registration of Interest (ROI) for the project to successful registrants via the project data room on 4 March 2022.  The ROI will be available to all successful registrants from that date.

All registrants must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).

This project is jointly funded by the Australian Government.

The Code for the Tendering and Performance of Building Work 2016 applies to this project.  This document is available at https://www.legislation.gov.au/Details/F2019C00289.  By submitting an ROI for this project you will become subject to the Code for the Tendering and Performance of Building Work 2016.

It is a requirement for this project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for ‘building work’ for the Project and must maintain accreditation under the Scheme while the ‘building work’ is being carried out.  Information on the Scheme is available on the Australian Government website at www.fsc.gov.au.
