WaterNSW was created from the merger of the Sydney Catchment Authority, State Water Corporation and some parts of DPI Water. Each of the legacy organizations had their own approach to ICT governance and their own operating models. WaterNSW has established a high level governance model focused around providing advice to the Board and Executive. There is also a governance model being developed for projects under the Project Delivery Framework. Neither of these models addresses the more operational and prioritisation aspects of ICT and which comply with established methodologies such as COBIT and ITIL.
The expected benefit will be a significant improvement in the alignment of ICT investments with Business needs through improved engagement between ICT and the Business and improved ICT reporting at all organizational levels. By ensuring that the governance strategy and processes align with recognized standards such as COBIT and ITIL, WaterNSW will be able to leverage a considerable existing body of knowledge, standard conformant software and process library.
Scope
1. Using various sources, such as documentation from legacy organizations, the pain points documentation and the standards documentation define new governance and operating models for WaterNSW ICT.
2. Define and document new and/or updated governance and operational processes using standard best-practice processes as much as possible.
3. Define an implementation plan for the new Governance and Operating models and processes that includes a significant change management component to ensure that the new models are well understood and accepted across the organization.
