DCS Spatial Services requires current and accurate spatial information to deliver to government, industry and the community. This spatial information makes up the Foundation Spatial Data Framework (FSDF) which is currently being transformed into a 4-dimensional (4D) environment to meet the current and future needs of NSW government and citizens. To facilitate this transformation, and to meet the requirements of key government stakeholders, Spatial Services requires 3D building and land cover data for the state of New South Wales. The use of off the shelf products satisfies the needs of stakeholders by providing a whole of government dataset which is current and readily available for use from the time of purchase. This will provide value for money by maximising its useful life. The current position is to purchase off-the-shelf 3D data to meet internal and external stakeholder needs in the shortest possible timeframe; therefore the requirement for this RFP.
