Registrations of Interest (ROI) for the TAP Easy Access Station Upgrade Managing Contractor Contract - ISD-15-4742

Transport for NSW (TfNSW) invites Registrations of Interest (ROI) from suitably qualified organisations that have the capability to undertake Managing Contractor for the easy access station upgrade works including the management of the design and construction works. 

The selection process for the Managing Contractor is through a three stage process:

 

1. Stage 1: ROI to short-list to three (3) successful Applicants. Applicants who are short-listed through this process will be invited to provide a detailed submission in response to a Request for Tender Part A (RFT Part A) expected to be issued early January 2016.
2. Stage 2: RFT Part A to short-list to two Applicants. 
3. Stage 3: RFT Part B to select Managing Contractor.

The Applicants are required to comply with the minimum requirements as detailed in the Conditions of Tendering below.

Expression of Interest for Specific Contracts - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a specific work or service. Applicants are initially evaluated against published selection criteria, and those who best meet the required criteria are invited to Tender (as tender type Pre-Qualified/Invited).

Interested Applicants must email ProjectsProcurement@transport.nsw.gov.au with the following for access to the Invitation:

• Include RFT ID and title “ISD-15-4742 Registrations of Interest for the TAP Easy Access Station Upgrade Managing Contractor Contract” for the password to access the Invitation Documents.; and
• Executed Confidentiality Deed Poll (Attachment 3 of the ROI).

A question and answer session will be held on 8  December 2015 with interested Applicants and TfNSW. Applicants must register with  Contact Officer by 5.00pm 3 December 2015 nominating no more than 2 persons representing the Applicant. The nominated persons must be listed as Representatives in the Executed Confidentiality Deed Poll (Schedule A of Attachment 3). 

ROIs must be lodged electronically via the eTendering website. Electronically lodged. ROIs must be in a file format that can be read, formatted, displayed and printed by current editions of Adobe Acrobat® and must be no greater than 10MB.

The Applicants must comply with all of the following Minimum Requirements to be considered for this Registration of Interest:

1. It has operated with a turnover of at least $300 million per annum in the last 3 completed financial years, and be financially stable; 
2. It has successfully completed a design and construct project or similar contract in the rail environment in the last 3 years, where the contract value exceeded $50 million;
3. It has demonstrated experience in Managing Contractor contracts; 
4. It has demonstrated a WH&S Management System which meets the requirements of the accreditation criteria defined in the NSW Government Work Health and Safety Management Systems and Auditing Guidelines; 
5. It has demonstrated an Environmental Management System which meets the requirements of the accreditation criteria defined in the NSW Government Environmental Management System Guidelines; 
6. It has a Quality Management System that has been certified by an appropriately recognised third party body as complying with ISO 9001:2008 Quality Management Systems; and
7. It has demonstrated, or is currently applying for authorisation, to TfNSW’s Asset Standards Authority (ASA) its competency as an Authorised Engineering Organisation (AEO) in one or more of the disciplines relevant to this Project.
