The MHL key business processes can be divided into four areas:
· Data Collection - Telemetry Systems
· Data Storage - Content Management/ Storage Systems
· Data Analysis - Content Processing/Editing Systems
· Presentation - Web Portal Systems.
The key business requirements for MHL include:
1. Full access to historical database;
2. Ability to quality code data, and provide a process to improve quality of data over time via a single source of raw data, and ability for other stakeholders to upload corrections, including appropriate validation steps;
3. Multiple levels of remote access to data and data management systems;
4. High level (super user) access to operating systems attributes necessary for ongoing management of database and information tools, such as analytical models and tools;
5. An appropriate level of system redundancy and disaster recovery fitting with Client and contractual requirements, as well as an ability to function, albeit with reduced overall capability, when central systems fail;
6. Provide integration path for provision of data via spatial database systems
7. Ability to push data to third parties such as Bureau of Meteorology by employing reusable technology design principles such Service Oriented Architecture.
Ability to integrate with the Telemetry system currently run by MHL – Hydrotel from iQuest.

Obtaining the Documents.
To access the RFT document files and to lodge a response you must first use the Access PassCode provided to you by the contact officer.
ie. Click on the DOWNLAOD A SOFT COPY - Free link at the bottom of the page, use the Access Passcode provided to gain access to the RFT, then register your firm in the system (if not already registered), and follow onscreen instructions to download the RFT document files provided.
Lodging a Response.
Your completed tender should be lodged as allowed in the RFT Document, however, it may also be lodged electronically via this web page.
As the tenderer you must be a Registered user of this system.
Click on the blue LODGE ON RESPONSE link at the bottom of this page, using the Access Passcode, then using your system Username / Password and follow the on-screen instructions to be taken to the lodging screen to submit your electronic tender response.
Software Requirements.
To be able to view the requirements within the RFT you will require the following software to be installed on your PC:
The RFQ also requires the following software:
* Microsoft - Word 2003 (or more recent) or equivalent
Other requirements:
* Internet connection to lodge completed tender response.
The tenderer is responsible for the provision and installation of the necessary software.
