Tender Details

Design and construction for the upgrading of the existing fire safety systems to the following sites:

1.        Turanga 1 Phillip Street, Waterloo
2.        Matavai   3 Phillip Street, Waterloo
3.        Cook       200 Pitt Street, Waterloo
4.        Banks     249 George Street, Waterloo
5.        Marton    149 Ceope Street, Waterloo
6.        Solander   180 Pitt Street, Waterloo 


Fire safety systems to be designed, constructed and upgraded include:
·          Fire sprinklers
·          Compartmentation
·          Fire detection and emergency warning systems
·          Emergency lighting and exit signage
·          Fire hydrants and hose reels
·          Exiting fire door sets
·          Life safety signage
·          Access and egress

FIRE SPRINKLERS
Buildings may or may not contain a sprinkler system. Where sprinklers have been installed, they must be upgraded or replaced to meet compliance to AS2118.1

Compartmentation Upgrade
Intermediate floors and bounding walls separating Sole Occupancy Units (SOU’s) are required to contain a fire resistance level of not less than 90/90/90 to AS1540.4, AS1530.1, AS1668.1, AS1682.1, Specification C1.1 Part 3.1 of BCA 96, Clause 3.2 of BCA 96, Clause 3.11 of BCA 96.

The integrity of the floor slabs and bounding walls need to be maintained. It is therefore required that any penetration through the floor slab or bounding wall be upgraded to achieve a level of integrity and insulation of not less then -/90/90.

Roofs and or ceilings are required to contain a fire resistance level of not less than 90/60/30 to AS1540.4, AS1530.1, AS1668.1, AS1682.1, Specification C1.1 Part 3.1 of BCA 96. 

Any bounding wall is required to have an FRL of 90/60/30 with respect to integrity or insulation to extend to either a roof with an FRL of 90/60/30 or a ceiling that is immediately below the roof and has a resistance to the incipient spread of fire to the roof space between the ceiling and the roof of not less than 60 minutes.

The integrity of the ceilings needs to be maintained. It is therefore required that any riser extending into the roof space and any penetration through the ceiling be upgraded to achieve a level of integrity and insulation of not less then -/90/90 and -/60/60 respectively. 

Fire Detection and Emergency Warning Systems
Buildings may or may not contain a fire detection and emergency warning system. Where these systems have been installed, they must be upgraded / replaced to meet compliance to AS1670.1.

Emergency Lighting and Exit Signage
Buildings contain an emergency lighting and exit signage system. Where these systems have been installed, they must be upgraded / replaced to meet compliance to AS2293.1, BCA Part E4.

Fire Hydrants and Hose Reels
Buildings contain a fire hydrant system. Where these systems have been installed, they must be upgraded / replaced to meet compliance to AS2419.1 

Exiting Fire Doors Sets
The integrity of the fire doors needs to be maintained. It is therefore required that any non compliant plant rooms or fire isolated exit fire doors be upgraded to achieve a level of integrity and insulation of not less then -/120/30 and -/60/30 respectively. 

Doorways to rooms/spaces that are separated from the building with 120/120/120 fire rated construction eg lift motor rooms, boilers, switch rooms, etc are required to be protected with a -120/30 fire door set to Part 3.4 of BCA and Part 3.8 of BCA, Performance Requirements of Section C of BCA.

Doorways to all fire isolated exits eg fire stairs, fire isolated passages, etc are required to be protected with a -60/30 fire door set to Part 2.12 of BCA and Part 2.13 of BCA, Performance Requirements of Section C of BCA.

Life Safety Signage
The life safety signage has been upgraded on a progressive maintenance basis and no additional upgrade work other than that mentioned within this specification has been identified as required.

4.8 Access and Egress
Services or equipment must not be installed in a required exit or in any corridor, hallway, lobby or the like, leading to a required exit if it comprises of electricity meters, central telecommunications distribution boards or equipment, electrical motors, etc unless it is enclosed by a non combustible construction or a fire protective covering with doorways or openings suitably sealed against smoke spreading from the enclose to Clause D2.7 of BCA 96.
