The services required in this engagement are:

arranging and facilitating a Planning Focus Meeting with relevant government authorities and interest groups

obtaining requirements of the Director-General Department of Planning

community consultation for EIS preparation

Aboriginal community consultation in accordance with Department of Environment and Conservation (DEC) guidelines

assessment of environmental impacts associated with the proposed scheme option

assessment of matters for consideration under SEPP 58

addressing issues identified in option development including the value management/scoping workshop and feedback from community consultation

preparation of the Environmental Impact Statement (EIS) in accordance with the Environmental Planning and Assessment (EP&A) Act 1979, EP&A Regulation 2000 and the requirements of the Director-General Department of Planning

preparation of a Heritage Impact Statement to be incorporated in the EIS

arranging exhibition of the EIS

review of submissions on the EIS received from the public and authorities and preparation of a submissions report

assisting Council with the preparation of a final determination report
