Tender Details

On behalf of the NSW Department of Corrective Services (DCS), the Department of Commerce (Commerce) invites suitably qualified electronic security contractors to seek to pre-qualify for the financial ranges and work categories detailed in Returnable Schedule 1 being:
  • Panel A: Maintenance Services up to $3M p.a. for, typically, three year periods
  • Panel B: Minor Works to $2M
  • Panel C: Major Works to $10M

    Following the closing of the application and subsequent evaluation of the submissions, a panel will be established for each of the three categories. The pre-qualified applicants will be drawn on by DCS on an as needs basis. Tenders will in general be called by invitation to a shortlist of pre-qualified applicants. The amount and type of work will vary depending on the nature of the project. Tender prices will be a combination of lump sums and schedules of rates as specified in the relevant future tender documents. These requests for tender will generally be under the GC21 or Minor Works or modified GC21 Services conditions of contract.

    The objectives of the Panel are to:
    • enable Commerce to group contractors according to their expertise, accreditation , capacity and capability;
    • establish panels of suitable contractors for specific work types and contract values;
    • facilitate the selection and invitation of pre-qualified contractors from the panels to tender for specific work;
    • encourage continuous improvement and better contract outcomes by providing more tender opportunities for the better performing prequalified contractors compared to other contractors;
    • manage contractor performance in a fair and transparent way; and
    • deliver improved project outcomes for Government.

    Expression of Interest For Pre-Qualification - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a type of work or service. Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).

    Additional Details / Instructions

    A Non-mandatory pre-tender site meeting will be held on Monday 14 April, 2008 at 10:30am (until 12 noon) - on Level 7, 66-72 Rickard Road, Bankstown

    Organisations wishing to attend are to advise the contact person Helen Carroll (see below) by noon on the Friday 11 April 2008 to confirm attendance.

    Attendance is limited to a maximum of two people per organisation. Prospective applicants may submit written questions prior to the session. Commerce does not guarantee to answer, during the application briefing session, any or all of the questions posed  but may choose to respond as soon as possible, by way of an addendum, after the session, and circulate all questions and answers to all organisations who attended the session.
