This Request for Tender (RFT) is for the provision of an interim electronic recruitment hosted service for a period of two (2) years with an option to extend for two (2) further periods of one (1) year, to be exercised at the discretion of NSW Health.
A number of solutions are in use across NSW Health to provide electronic recruitment functions. NSW Health has taken a decision to transition the systems supporting recruitment from the Health Services to Health Support Services (HSS) Transaction Centres.
NSW Health is developing a State-wide Human Resources Information System that includes, inter alia, an electronic recruitment module. It is not anticipated that this module will be operational within 2 years. Consequently, HSS seeks the supply of an Interim Electronic Recruitment Hosted Service to be operational until the Human Resources Information System is in place.
NSW Health has an urgent need to provide the interim service to support its recruitment of Junior Medical Officers commencing July 2009. The system must be capable of dealing with approximately 50,000 applications with a four-week period.
NSW Health currently employees over 100,000 people across the State and in addition to annual mass recruitment, the system must be able to manage the weekly complexities of the many different types of positions including nursing, allied health, management and administration. At any given point in time there can be 1000+ vacancies within the 8 Areas Health Services, Justice Health and The Childrens Hospital at Westmead open to applicants.
The hosted service must have the capacity to handle all applications for open positions and the associated processing of, vacancy approvals, position descriptions approval, advertising approval, panel creation and offer letter generation, i.e. the automation of the end-to-end process.
Given the urgency of the Junior Medical Officers recruitment, it is imperative that the successful supplier is able to commence implementation by mid January 2009.The hosted service will be used for the recruitment for all NSW Health employees.
The hosted service supplied will be through software supplied by the vendor, and installed on the vendors own technology platform. NSW Health staff will operate the recruitment process from their offices via a browser interface using the supplied service.
