Sydney Trains invites suitably qualified suppliers to submit proposals to provide SEQR Assurance Services as set out below 

SEQR assurance resourcing is outsourced by to provide Subject Matter expertise  to provide safety, environment, quality and risk personnel to undertake assurance activities on an “as required” basis,  

Internal audit work required of the service providers will address both fundamental / compliance type audits and operational audits for safety, environment, quality and risk against internal management systems and legislative and regulatory requirements that apply to Sydney Trains (eg: Work Health and Safety Act and Regulations, Rail Safety National Law, Rail Safety National Regulations, Electricity Supply Act and Regulations, Environmental Protection Licences, Protection of the Environment Operations Act etc).    

Delivery of the internal audit work will be on two levels: 

• Resourcing – performance of audit work (staffing and review) under the overview management of Sydney Trains, specifically Manager Audit or delegate.

• Subject matter expertise – to guide performance of the audit by Sydney Trains Internal Audit staff and provide input throughout the audit.

To enable access to both the skills required and the resourcing when required, a range  of suitably qualified service providers will be engaged as a panel. Service providers should retain experience in undertaking Safety, Environment, Quality and Risk Audits against key legislation and industry standards which may include WorkCover’s (National Audit Tool), WHS Act and Regulations, Rail Safety (Adoption of National Law) Act, Protection of the Environmental Operations Act (POEO) and Regulation in rail, construction, transport or other heavy industry, etc.
