Tender Details
Catering Services are provided aboard all NSW Trains services and consist of meals, snacks, beverages, confectionery and ancillary goods (e.g. playing cards, magazines, etc.) available for purchase from the Buffet (the ‘Products’). On-board service and sales are handled by NSW Trains staff.
This RFP is for the supply of Products to trains, logistics, warehousing and some associated services only. NSW Trains is seeking to tender the provision of these services as 2 separable portions, and Tenderers can submit its proposal for either or both the separable portions.
All sourcing, supply, purchasing, inventory control, storage, quality control, provisioning and accounts payable functions are to be performed by the successful Tenderer(s).
Objective of tender:
Through this tender NSW TrainLink intends to achieve 3 important outcomes, these will be:
1. Better food and beverage outcomes for the customer
a. High customer satisfaction
b. Increased covers
c. Speed of service
2. Better commercial outcomes
a. Lower unit food and beverage costs
b. Wastage reduction
c. Efficient loading and inventory management techniques
d. Rationalised menu offerings
3. On board operational simplicity and customer service delivery
a. Speed of setting up and closing buffet for customer service
b. Appropriate menu items for train environment
c. Simplicity of food safety management requirements
d. Seamless menu transition
In general, the following functions will be performed by the successful Tenderer:
Separable Portion 1:
· Sourcing of Products in accordance to NSW Trains requirement.
· Supply of chosen Products to NSW Trains appointed third party logistics services provider as per purchase orders.
· The Supplier may also be required to supply chosen Products (on as and when required basis) to the buffet car at interstate locations.
Separable Portion 2:
· purchase of relevant Products from NSW Trains nominated third party product supplier(s) at the listed schedule of unit rates;
· receipt of Products into stores, including quality control at point of receipt;
· storage of Products, including frozen, chilled and shelf stable Products at facility provided by NSW Trains;
· stock management including re-ordering of Products and stock count;
· preparation of product manifest per train service, based on product par level and passenger numbers supplied by NSW Trains;
· picking of Products from storage with appropriate stock rotation methodology;
· packing of Products in accordance to product manifest;
· provisioning of Products to trains in good condition, including delivery and loading of Products onto a train prior to departure and unloading unused Products after the train has returned from its journey; and
· Reconciliation of returned stock in accordance with the Agreement.
· The Supplier may also be required to perform additional services (on as and when required basis) will include provision of refreshments to passengers on the platform awaiting delayed train services.
A catering store located under Platform 1 Central Station currently serves as storage and distribution point for the Products to individual trains prior to departure.
It is essential that the successful Tenderer is fully accredited in accordance with HACCP requirements on the commencement of the contract.
