Tender Details

The Sydney Harbour Bridge (Bridge) is an iconic working structure that is critical to Sydney’s T1 North Shore rail line and the suburban rail network as a whole.

Within the rail corridor of Bridge, the current timber track support and access walkway deck is not solid, which causes increased maintenance issues for the structural steelwork below. 

The purpose of this EOI is to facilitate the identification, selection, trial and type approval of decking products and It is anticipated that: 

  • the proposed works will greatly improve the structural integrity of the deck, benefiting infrastructure staff, reducing the frequency of maintenance required

  • the new decking is expected to provide adequate, amended and fit for purpose drainage facilities to reduce the exposure of the steel stringers under the decking to water.

  • supply is not in the scope of this EOI. 

Following evaluation of submissions Sydney Trains intends to enter into contract (EOI Deed) with one or more tenderers for the trialling and type testing of materials as detailed in the EOI.   

Following in-situ installation of panels for up to 12 months on the SHB, post-trial testing will be undertaken to assess the properties of the trialled materials through the independent party. 

On conclusion of the EOI, the intent is to run a separate process to appoint one or more preferred suppliers for type-approved decking materials under a supply agreement for the construction phase (“Phase 2”), where it is estimated that the construction phase will be completed by the year 2023/2024. Phase 2 is not in the scope of this EOI process and Sydney Trains at its own discretion may or may not conduct Phase 2 dependant to the outcomes of EOI, testing and trialling. 

There are currently no type-approved decking materials and the Asset Standards Authority (ASA) have requested that a trial is undertaken on one or more suitable products prior to granting type approval status. 

Tenderers will be encouraged to propose their alternative products for consideration by the Technical evaluation committee. Depending upon the outcomes of the EOI process, a decision will be made to take an open, select or direct negotiation approach to select and award the preferred material suppliers in Phase 2. In addition to EOI terms and conditions, the EOI will also contain draft contractual terms relating to a future supply agreement to inform respondents of their likely obligations for Phase 2 as well as the bigger picture in terms of long term view of the project. 

As a mandatory requirement, respondents will be asked to inform of technical, commercial and legal key non-conformances and (non-negotiable) in the EOI. 

Sydney Trains maintain the right to exclude or include the non-compliant responses in the evaluation process.
