Tender Details

The growth in patronage across Sydney Trains and NSW TrainLink services is projected to increase significantly over the next decade, creating new and unique demands on workforce planning, coverage and capabilities. To meet these challenges and increase efficiencies, Sydney Trains and NSW TrainLink foresees the need to transform its enterprise workforce management, systems and capabilities, with the objective of delivering greater flexibility, scalability, consolidated planning, operational resilience, labour and cost optimisation.

 

Integral to this transformation is the introduction of an integrated enterprise workforce management platform, which is the subject of an upcoming tender opportunity (Tender). It will provide planning and operational capabilities across capacity planning, supply management, scheduling, rostering, day of operations management and performance analytics. It is preferred that the solution will be hosted entirely on the cloud, although other options may be considered, with the tenderer offering all services including planning, design, configuration, integration, testing, deployment, data migration, training, on-going support and maintenance of the system requirements.  

Sydney Trains preferred model for procuring this integrated solution is through engagement of a Prime contractor for complete delivery and ongoing management of the desired solution. The solution may be delivered entirely by the Prime contractor itself, or potentially through a consortium of providers.  

Alternatively, Sydney Trains may also consider engaging suitable individual providers to deliver subcomponents of the desired solution, with the intention of appointing a Prime Contractor to govern the overall relationship, delivery and management of the packaged solution. Under this arrangement, all non-leading provider(s) shall be defined as a sub-contractor(s) to the Prime Contractor in the final agreement. 

If an acceptable Prime Contractor cannot be established, Sydney Trains may opt to appoint this entity through other means.
