Tender Details

Rail Corporation (RailCorp) is a New South Wales Government Agency constituted under the Transport Administration Act 1988 (NSW), with responsibility for the provision of passenger rail services within New South Wales.

RailCorp is embarking on a program in conjunction with the Public Transport Ticketing Corporation (PTTC), to implement an Electronic Ticketing System (ETS) on CityRail Stations that will permit customers to use a smart card ticketing system to access a range of transport facilities.

The deployment of ETS equipment on CityRail Stations is a challenging aspect of the project and requires RailCorp to install electrical, communications infrastructure, execute minor building works including the relocation of station infrastructure (“ETS Site Readiness Early Works”) to facilitate the rollout of smart card equipment by the “Pearl Consortium” across the CityRail Network.

It is proposed to break up the 260 non-gated Stations into 12 Work Packages, each consisting of between 18 to 27 Sites (refer to Part D for details).  It is anticipated that on average each Work Package should be completed within approximately 14 weeks.  A summary of the proposed activities to be undertaken by both parties within this period of time include but not limited to:

·                                  services searches

·                                  site surveys and scope definition

·                                  agreement on scope per site including a firm price per site based on schedule of rates

·
agreed construction program/methodology

·                                  for construction drawings

·                                  approval to undertake works

·                                  undertake the Works

It may be required to undertake works concurrently at gated Stations or other nominated Transport Operator locations which may increase the resource requirements.

Tenderers are requested in Part B to submit a program of works based on 3 sample Sites.

The order of the Works within each Work Package shall be determined and confirmed by RailCorp after award of Contract.  It is RailCorp's preference to enter into one contract for the whole of the Works, however RailCorp may at its sole discretion award one or more contracts to undertake one or more Work Packages.

Any resulting Contract(s) shall be on a Schedule of Rates basis consistently priced irrespective of the location of any Work Package.

RailCorp will conduct a briefing session for prospective tenderers.
