Tender Details

RailCorp may require, from time to time, the provision of certain goods, services and outcomes including:

Reconciliation and Workflow Tool

RailCorp plans to provide an automated reconciliation facility for General Accounting and upstream processes. Reconciliations will include all Balance Sheet Accounts, (including multiple Bank Accounts), CityRail Receipts, CountryLink Receipts, Payments, Payroll Payments, Payroll Deductions, etc.  The Reconciliation and Workflow Tool will be required to:

§               automate RailCorp’s reconciliations from multiple sources;

§               provide workflow capability allowing users to investigate variances; and

§               prepare and approve reconciliations.

To progress the above initiative, a suitable commercial off the shelf (COTS) software package and support services are required to provide an automated reconciliation and workflow capability.  RailCorp requires a robust reconciliation tool that has proven success within Australia’s financial business environment.  To ensure continuity and lower potential risks to the project, RailCorp seeks a reconciliation and workflow tool that has demonstrable past and current product development, maintenance and support, as well as commitment to continuing development, maintenance and support within Australia.

The scope and scale of this RFT is:

Included Goods:

a.       Licenses for Reconciliation and Workflow Tool (R&WT) for development, user acceptance and production processing environments; and

b.      Ongoing annual maintenance (including upgrades and help desk support).

Included Services:

a.       R&WT Training for RailCorp personnel (up to ten individuals); and

b.      Support Services to assist in the build and implementation of RailCorp’s initial BFI automated reconciliation support application.

Included Outcomes:

a.       R&WT configuration and installation within RailCorp’s nominated ICT environments; and

b.      RailCorp capability to support:

§            data matching from multiple source systems, identification of matched, unmatched reconciled and unreconciled items and accounts;

§           configurable business rules;

§           user friendly front end;

§           ability to drill through to data source; and

§           ability to direct work via workflow to appropriate user and delegated authorities; and reporting and audit capability.

Excluded:

a.       Managed Finance and Accounting Services (including GL reconciliation; provided in-house at RailCorp);

b.      Clearinghouse facilities (included in a separate RailCorp RFT);

c.       Specialist finance advise that may be required to analyse, design and implement RailCorp automated reconciliation application; and

RailCorp is seeking responses to this Request for Tender (“the RFT”) from suppliers who have a demonstrative ability to supply these good, services and outcomes (“the Services”) at such times and in such quantities as RailCorp may require.

Pre-Go-to-Market Disclosure

RailCorp has performed a preliminary suitability analysis of IBM’s Info-Server.  The results of this analysis were not compelling to dissuade RailCorp from performing an Open RFT and seeking a ‘best-of-breed’ solution from the Australian software market.  However, this does not in anyway eliminate IBM’s Info-Server from being tendered.  Also, if tendered, it does not in any way disadvantage IBM or Info-Server’s evaluation which will be performed with the same rigor as other tendered R&WT solutions.
