Rail Corporation New South Wales (“RailCorp”) invites tenders for (RFT No. 08/04090).

A five year Standing Offer Panel of Program/Project Management (P/PM) Service Providers (08/04090) that will be used to contract P/PM Service Provider(s) to manage the performance by RailCorp of its obligations and responsibilities under the DTRS Supply Contract (08/03033).

A P/PM Service Provider is required to act on behalf of RailCorp to professionally and successfully manage RailCorp’s responsibilities and obligations under the proposed DTRS Supply Contract (RFT No. 08/03033).  P/PM Service Contracts will be awarded on a financial year (or other period) basis to one, more than one or none of the P/PM Service Provider panellists.  The level of required work will vary each year and a statement of work will be negotiated with the preferred and/or other panellist P/PM Service Providers prior to the enactment of a contract.

DTRS Supply Contract (RFT No. 08/03033)

RailCorp has undertaken a three-and-a-half (3.5) to five (5.0) year program to replace MetroNet.  A modern GSM-R digital train radio system (DTRS) will be delivered and implemented by a prime contractor (DTRS Supply Vendor) that will be responsible for the entire design, supply, installation, test, commission and provision of through-life support of the DTRS.  The DTRS will handle voice and data communications across a network of fixed locations (dispatch areas, network operation centres, etc), train cabs, handheld operators (track crews, etc) and external users (police, emergency services, etc).  Currently, RailCorp expects the DTRS Supply Program to commence in July 2009, with the design, supply, installation and testing phases of the project to be principally completed by the end 2012.

of RFT No. 08/03033 entitled "Design, Supply, Installation, Testing, Commissioning and Through-Life Support of a GSM-R Digital Rain Radio System (DTRS) on the RailCorp Network".

1.1        DTRS P/PM Services’ Objectives

a)      Primary Objectives:

1)             To manage and co-ordinate RailCorp resources and personnel to ensure that RailCorp complies with its obligations under the DTRS Supply Contract;

2)             To carry out the role of the RailCorp Representative under the DTRS Supply Contract subject to the constraints to be negotiated prior to the enactment of any DTRS P/PM Service Contract (e.g. DTRS P/PM Service Provider will possess no power to issue variations, this authority will remain with the RailCorp Sponsor);

3)             To ensure that RailCorp's DTRS Supply Program objectives and outcomes are achieved within the approved schedule, costs and risk profile while actively managing situations that arise to foster a productive working relationship between RailCorp and the DTRS Supply Vendor.

b)      Secondary Objectives:

1)       To ensure that RailCorp’s executive (including DTRS Supply Program’s Sponsor and Stakeholders and GM Communications & Control Systems) is well-informed in a timely manner so that they can formulate appropriate strategies and decisions that will direct the course of the DTRS Supply Program.

2)       To ensure that RailCorp’s resources (personnel, equipment, infrastructure, etc) are efficiently and effectively utilised for the delivery of the DTRS Supply Program and within the proper operation of RailCorp’s customer services, OHS & safety initiatives, and achievement of RailCorp’s mission.

3)       To ensure that a professional and appropriate relationship develops and is maintained between RailCorp (and its personnel) and the DTRS Supply Vendor (and its personnel) that will facilitate the successful delivery of the DTRS Supply Program’s objectives and outcomes.
