1.            INTRODUCTION

The Liverpool to Campbelltown areas are serviced by a compressed air system that is used to operate train stops that form part of the RailCorp signalling system and is critical to the reliable operation of train services.

The air system is a critical element to the Rail Network's reliability, as a failure to supply will result in widespread signalling failures and consequent disruption to train services.

The system needs to be fault tolerant to be able to withstand single and where necessary, multiple failures without serious disruption to rail traffic. The system shall be backed up sufficiently to be able to prevent a single failure resulting in a major disruption. This backup shall be automatic and a failure of the system shall be alarmed so that RailCorp maintenance staff can respond promptly.

The Service Provider is to develop a Strategic Plan for this air system to ensure the system can deliver its intended function without loss of availability, and to identify essential upgrading works required.

2.            General Scope of Work

The Services Provider shall perform the following Services:

2.1.       Program of Works:

Prepare a program of works that will include project milestones and monthly forecasting.

2.2.       Investigation of the Liverpool to Campbelltown Air System and Documentation:

·         Investigate the current configuration and condition of the Liverpool to Campbelltown Air System producing a detailed survey and report on all air supply/line equipment in the area, including photographs, GPS plotting and ultrasonic leak detection.

·         Collate all available existing drawings of the Liverpool to Campbelltown Air System.

·         Provide documentation of the current configuration based upon the detailed survey in the form of a Geographical Information System (GIS) database.

·         Provide an assessment of the system volume, usage and supply recovery times.

·         Collate and review issues with the Liverpool to Campbelltown Air System.

2.3.       Develop a Strategic Plan:

·         Develop a strategic plan for the current Liverpool to Campbelltown Air System that will form a framework for any future alterations, modifications and expansions.

2.4.       Make Recommendations on Emergency Management of the Air System:

·         Provide recommendations and suggestions for emergency management of the system under different failure scenarios.

·         Identify strategic points around the system for emergency connection points of temporary compressors and identify the specifications of such compressors required.

·         Provide a Risk Assessment for the reliability of the air system over the short (6-12 months) and long (5+ years) term. Recommend new controls to be scoped as a work package.
