PREAMBLE

PREAMBLE

 

The purpose of this Application for Panel Registration (APR) is for the Rail Corporation of New South Wales (RailCorp) to supplement the current panel of Human Factor professionals which will be utilised to provide services to RailCorp on an as-needs basis.

The Registrant shall nominate Typical Resources for the skill levels of Principal Consultant and Senior Consultant as described in Schedule B2, demonstrating the Registrants capability of providing the required skills. The Registrant is required to propose up to 3 (three) resources for each discipline.

Full panel membership will be awarded to Registrants with a minimum of 4 (four) acceptable Typical Resources, of which at least one shall be a Principal Consultant.  If a Pre-Registrant is unable to provide Typical Resources acceptable to RailCorp, RailCorp shall evaluate the proposed Resource(s) and at RailCorps discretion may appoint the Registrant as a Niche Service Provider.

When an invitation for Services is made, the Panel Member shall offer the Services of the nominated Typical Resource, and where the nominated Typical Resource is not available, an alternative equivalent or better qualified Resource may be accepted subject to the following:

 being considered as suitable at the absolute discretion of RailCorp;  and

 the rate not higher than the relevant Service Rate in the Registration.

 

The Panel will be established on each level of skill set (i.e. Principal Consultant and Senior Consultant). Following the Registration, RailCorp will select up to five (5) organisations as Panel Members.

RailCorp at its discretion may appoint NSPs who are capable of providing expertise in specialised areas under the Panel.

The establishment of the Panel will enable sourcing of:

 

Individual roles required by various projects engaged on a Contract Personnel Agreement; or

 

Delivery of entire projects and completion of discrete packages of work engaged on the basis of a Minor Professional Services Agreement or Major Professional Services Agreement.

 

The Panel will be maintained for a period of one (1) year from the date of establishment of the Panel and RailCorp at its sole discretion may extend the period by up to a further two, one (1) year periods.

 

RailCorp, when placing orders reserves the right to:

a)        engage from the Panel any Panel Member at RailCorps discretion as the need arises;  and

b)        engage any service provider outside the Panel for the provision of any of the services detailed in this APR Document.

 

This Preamble is in summary form only for the convenience of Registrants and must not be relied upon by Registrants.  It is subject to the detailed requirements in Parts A-D of this Application for Panel Registration Document (the "APR").  Without limitation, the proposed scope of work outlined in the APR may be subject to amendment in accordance with Addenda issued under clause A14 of the Conditions of Registration.
