Transport Asset Holding Entity of New South Wales / Drug Testing Services for RailCorp - 08/01013

RailCorp operates across the whole of NSW, although its workforce is predominantly located within the Sydney Basin (Newcastle to Wollongong and westward into the Blue Mountains). A large proportion of RailCorp locations do not have private facilities in which the successful Tenderer can obtain urine samples (for example, railway stations). RailCorp operates all hours of all days of the year. Testing of employees can occur at any time, although most random drug testing occurs between 6.00 am and 6.00 pm.

As a condition of its licence to operate, RailCorp must conduct a drug testing program for its Rail Safety workers. RailCorps Drug Testing Program is a consequence of Independent Transport Safety and Reliability Regulator (ITSRR) requirements and RailCorps management decisions. RailCorp conducts random, targeted and post-incident testing, as required, to all employees (including volunteers, contractors and consultants). As part of that Program, the successful Tenderer Provider collects and analyses urine samples and provides reports on the analyses.

The successful Tenderer must perform the required tasks within the NSW Rail Safety Act, Rail Safety (Drug and Alcohol Testing) Regulations and other relevant legislation, the Australian Standard (AS) 4308, and relevant RailCorp policies and procedures.

The successful Tenderer will work closely with RailCorp Testing Officers and members of the Drug Testing Program.

The initial term of the Contract will be three (3) years, with possible extensions of up to two one-year terms at the sole discretion of RailCorp.
