PREAMBLE

RailCorp Information Communication Technology (ICT) is responsible for the delivery of effective solutions to meet the organisational information technology needs.  The ICT program of work is dynamic and requires a broad set of specialist skills and experience to meet business needs.  It requires a demonstrated ability to deliver effective solutions.

In order to provide RailCorp with an efficient and cost effective access to additional resources which will expand and supplement the current range of services, in December 2006, RailCorp established range of panels of service providers including the panel for Integration Competency Centre.

Due to changes in RailCorp requirement in the areas of Integration Competency and advances in technology it is proposed to establish a new panel that aligns more closely to RailCorps current requirements. The proposed sub panels covered by this Application for Panel Registration Document (APR) are in the areas of:

        Enterprise Content Management (ECM)

        Business Intelligence (BI)

        Enterprise Application Integration (EAI)

        Workflow and Business Process Management (BPM)

        Security

Panel members may be invited by RailCorp from time to time to provide individuals or submit proposals/ quotations for projects or work packages. RailCorp, when placing orders reserves the right to:

a)         engage from the panels any panel member at RailCorps discretion as the need arises;  and

b)        engage any service provider outside the panels for the provision of any of the services detailed in this APR Document.

It should be noted that the Contract Conditions for future Contracts in Part C of the APR are non-negotiable.

All work completed by panel members under the panel arrangement, irrespective of whether it is through individuals, projects or work packages, shall be carried out within the framework of RailCorps methodologies, architectures, associated technical and product standards and business processes.

Panel members who are invited to under take work will be expected to add value, in addition to completion of the work, through such means as generation of innovative ideas for business improvement and input to technical direction and emerging technologies.

The panel will be valid for a period two years from the date of establishment.

Organisations responding to this APR are required to offer the full range of services specified in Part D for the sub panel(s) to which they are applying for registration.

Following Pre-Registration, RailCorp intends to select up to 5 to 7 organisations as the Panel Members for each sub panel. RailCorp at its discretion may also select niche Service Providers who are capable of providing expertise only in specialised areas.

This preamble provides only a summary of the main points of the APR for the convenience of Applicants and therefore must not be relied upon as addressing all of the requirements of the APR. It is subject to the detailed requirements in the remainder of the APR.  Without limitation, the proposed scope of work outlined in the APR may be amended by addenda issued in accordance with clause A14 of the APR.
