1.   PURPOSE OF THIS REQUEST FOR TENDER

The PPP Guard Relocation Project (PPPGRP) is a sub project of the Public Private Partnership (PPP) Rolling stock project that will implement a new 8 car train to RailCorps network from April 2010.

The PPPGRP was established to manage operational and infrastructure issues related to the guards new position, in the rear 8 car crew cab, on the PPP train, otherwise known as the A-set.

The movement of the guard from the traditional suburban train centre position to the rear cab on the A-set, has led to the need for a number of infrastructure upgrades, including Guards Indicators. Existing Guard Indicators located on suburban platforms have been set up to be visible from the centre guard position. There are 160 Guard Indicators across five metropolitan regional areas across the RailCorp network that require a modified position, upgrade from incandescent to LED, and/or additional Guards Indicator to cater for the A-set guard.

Accordingly, RailCorp requires the design, supply, installation and commissioning of platform based Guard Indicators to support the guards position on the A-set, before the A-set train roll out in April 2010.

The works under this Contract comprise the supply of all labour, materials and plant to complete the necessary modifications to the rail signalling infrastructure. They include non-solid state interlocking signalling design services, supply, installation and commissioning of both SSI and non-SSI signalling equipment in accordance with this RFT Document (Works)

The Works are to be performed in all Rail Stations in the following 3 regional areas under three Separable Portions:

Separable Portion 1

Metro City, Airport line and Metro North

Separable Portion 2

Metro South (Belmore, Berala, Campsie, Canterbury, Dulwich Hill, Flemington & Homebush) and Metro West

Separable Portion 3

Metro South (except Belmore, Berala, Campsie, Canterbury, Dulwich Hill, Flemington & Homebush)

The Works will be packaged in to the above three (3) Separable Portions based on the geographical locations and may be awarded separately.

The purpose of this Request for Tender is to select a preferred Tenderer(s) for a contract(s) to perform the Works detailed in the RFT Document.

The Works carry a high safety risk. In particular, risks will arise from working in close proximity to active railway tracks and live electrical conductors. The Contractor must ensure that safe working practices are used.

The Contractor is to ensure minimum disruptions to the rail commuters and operational activities of Rail Stations while performing the construction and commissioning works.

The Contractor will need to program its work to derive the maximum benefit from Nominated Track Possessions. Certain activities must be performed during these Possessions, and at other prescribed times.

This Preamble is intended to provide an outline of the Contract for the convenience of Tenderers and must not be relied upon by Tenderers. Tenders are subject to the detailed requirements in Sections A to E of this Request for Tender Document (the "RFT").
