Transport Asset Holding Entity of New South Wales / Panel for White Collar Contract Labour Services - 08/01002

Overview

Rail Corporation New South Wales (RailCorp) is seeking to put in place competitive preferred supplier arrangements with an appropriate number of suppliers to form a Supplier Panel for the provision of White Collar Contract Labour services. RailCorp spends a significant amount on these services each year.

RailCorp invites submissions to this APR to set up a Panel from labour hire agency organisations that are able to demonstrate a relevant track-record of providing contract labour personnel as per the requirements of this APR.

RailCorp shall under a separate tender process seek to establish panels from organisations capable of providing professional and consulting services.

Scope of Services

The services in scope for this APR are:

the sourcing, hiring, and administration, of resources to fulfil the White Collar Contract Labour requirements of RailCorp; and

The Roles Types are typically white collar professional, career and project roles covering Business Analysis, Project Delivery, Business Services, Financial Services, Human Resources, Marketing, Rail Specific / Technical and General IT.

RailCorp shall set up one Panel covering the various Role Types. The size and composition of the Panel will be such that, for each Role Type, there is sufficient breadth and depth of supplier capability to meet RailCorps requirements.

The Registrants responses should be limited only to the Role Types which fit the Registrants current demonstrated capacities and capabilities.

Operation of the Panel

The Panel arrangements are designed to provide RailCorp with ready access to pre-qualified suppliers of specific Role Types of white collar contract labour. The Panel will be administered and managed by the RailCorp Procurement Unit under the auspices of the Category Manager.

The Services criteria which are defined in the Supplier Agreement (Part C, Schedule 3), are designed to provide RailCorp with the level of service it requires. The Service Level Requirements (SLRs) which RailCorp will be monitoring will enable it to continue to measure those Suppliers who continue to provide superior levels of service. The levels of service are quantified in the areas of:

ability to respond to requisitions and adhere to agreed response timeframes,

ability to provide candidates meeting the criteria for interview and selection,

continued efficient and accurate performance of the logistical and administrative aspects of managing the relationship with RailCorp.

RailCorp has taken significant steps to improve the manner in which it deals with the suppliers of white collar contract labour. This has been managed largely through the RailCorp Procurement Unit. This has resulted in a more uniform process and set of expectations placed on suppliers, as well as a greater level of compliance to RailCorp Procurement Policy.

RailCorp will continue to manage all requests through the RailCorp Procurement Unit, and will expect that Suppliers appointed to the panel ensure all requests for white collar contract labour are managed through this team.

RailCorp reserves the right to refresh the Panel as it requires if the Service Agreement of a Supplier is terminated or RailCorp needs to add additional panel members due to changed business requirements.

Panel tenure

The Panel is being established for an initial period of two years. A further option to extend for one year will be made available. RailCorp will be monitoring the performance of the panel members in relation to the service objectives and reserves the right to modify the panel after twelve months of operation to improve performance if required.

Supplier Agreement

The Supplier Agreement model will be signed with each of the preferred suppliers appointed to the Panel. This will define the Terms and Conditions under which Panel members provide White Collar Contract Labour to RailCorp.

Each time a Contract Personnel is engaged by RailCorp, a Service Request will be completed which details the specific elements of the Role.

All requisitions which are fulfilled by Panel members will be processed through the RailCorp Procurement Unit.

Procurement of White Collar Contract Labour

RailCorp will continue to apply the RailCorp Procurement Policy. A requisition for white collar contract labour will follow the following steps:

The RailCorp Procurement Unit prepares an Invitation to Offer as outlined in Part C Schedule 4;

Based on Business requirements, the RailCorp Procurement Unit also decides the number of Panel members who are to be invited to offer the Particular Services;

The RailCorp Procurement Unit issues Invitation to Offer to appropriate Panel members. This is accompanied by a position description;

Panel members provide offer of candidate(s) (including resume and rates);

RailCorp evaluates offers and select appropriate candidate from Supplier;

RailCorp approves the award of contract, issue an order and issues a Services Request which is then signed by the Supplier and RailCorp to confirm the details of the particular contract engagement;

The Contract Personnel signs the Deed of Confidentiality prior to commencing at RailCorp.
