Corporation
The
Product Development and Asset Management Groups of RailCorp play a key role in
the planning and project development of new rail infrastructure including
station upgrades, new stations and new rail lines. Such projects may comprise
new works, upgrades and additions to existing infrastructure. These works are
subject to environmental impact assessment under the Environmental Planning and Assessment Act 1979 (EP&A
Act), and under the provisions of other Federal and State legislation. Some
works may require approval under Part 3A of the EP&A
Act while others are assessed under Parts 4 or 5. The planning process includes
the identification and assessment of environmental issues and implications,
identification of statutory requirements and approval processes, and the
preparation of documentation. It is also necessary to review planning documents
from other parties, as these may affect RailCorp activities.
RailCorp
is seeking submissions from organisations with the ability and experience to
provide Planning Consultancy Services (the Services) to be included on a Panel
of Consultants for the provision of advice on environmental issues and planning
approvals, as well as the undertaking and reviewing environmental impact
assessments.
The
planning and project development of rail projects will require the Consultant
to work on behalf of and/or in association with other parties such as other
State Government agencies and the private sector.
The
Panel Members selected under this Registration will be maintained for a period
for up to thirty-six (36) months from the date of establishment of the Panel.
RailCorp, at its sole discretion, may elect to extend the Panel for two further
periods of up to twelve (12) months each. Performance reviews of Panel members
will be undertaken periodically and continued involvement on the Panel will be
subject to ongoing satisfactory performance. It is expected that the number of
participants on the Panel will be limited to a maximum of eight (8) members
although RailCorp reserves the right to vary these numbers in accordance with
its specific needs.
