Transport Asset Holding Entity of New South Wales / Expression of Interest for the Development of Functional Requirements for the Enterprise Portfolio Management Office (EPMO) - 2007/1412E

This document defines the Enterprise Portfolio Management Offices (EPMOs) requirements for tools and technologies to enable it to perform its Portfolio optimisation and management function in an accurate, timely and economical manner, commensurate with RailCorps expectations. In summary, current RailCorp tools do not adequately meet EPMOs requirements and there may be a need for the current suite of RailCorp portfolio planning and reporting tools to be augmented with new tools that have the additional functionality and capabilities required. RailCorp is currently implementing a comprehensive Project Management and reporting Software product (Primavera ®). Any EPMO tool must be able to interface with Primavera ® for information consolidation and portfolio tracking. A single COTS (Configurable Off the Shelf) application is preferred to facilitate the implementation and introduction of new tools into the EPMO. The purpose of this EOI is to seek market intelligence and suggestions on the best tools and technologies available to meet RailCorps needs. RailCorp may then perform a comprehensive Gap Analysis based on the EPMOs documented needs. If the need for additional tools is confirmed, RailCorp may selectively invite a maximum of four (4) companies, all of whom responded to this EOI, to then respond to a closed Request for Tender. Respondents are invited to provide the information requested in Part B of this EOI. Details of the EPMOs requirements are outlined in Part C. Please note that as part of the evaluation for this EOI, respondents may be asked to provide a comprehensive demonstration (2-3 hours minimum) showing how their product works and the features that would assist RailCorp perform its Portfolio optimisation and management functions. RailCorp will give three days notice if a demonstration is required and intends to be able to notify respondents within the first week of the EIO closing.
