Preamble

The operation of the NSW Metropolitan rail network is heavily dependent upon a variety of communications and control systems. Historically, these systems and the associated infrastructure have been developed specifically for NSW and the infrastructure supporting these systems is largely owned and managed internally.

RailCorp requires enterprise-wide detailed business focused strategic options for telecommunications services, applications and infrastructure. In developing recommendations for an enterprise-wide telecommunications strategy for RailCorp, consideration shall be given to:

Technology life cycles;

Effective use of current assets;

Support of proposed strategic and operationally critical projects;

Skills and resource requirements;

Cost effective sourcing strategies;

Cost savings, containment and avoidance opportunities; and

Potential income streams.

This strategic planning exercise will be required to consolidate existing analysis from previous and current projects related to telecommunications. The immediate focus for this review will be on utilising relevant information from these past or current initiatives to produce recommendations for an enterprise-wide telecommunications strategy, the target environment and any transition issues for the recommended strategy.

The objective of the project will be to develop an enterprise-wide Telecommunications Strategy and Implementation Plan that are tightly linked to the Corporate and Strategic Management Plans, and will support RailCorp long-term telecommunications needs.

Without limitation, the proposed scope of work outlined in the RFT may be subject to amendment in accordance with Addenda issued under clause A14 of the Conditions of Tendering.
