Rail Corporation New South Wales (RailCorp) invites tenders for from companies with expertise and experience in auditing and monitoring for the provision of monitoring the performance of contract security guards.

 

The Services are required at various maintenance and stabling yards at locations within the Sydney Metropolitan and Outer Metropolitan areas at which external security companies provide RailCorp with unarmed security guards to patrol and supplement the New South Wales Police Service in providing a secure environment and protecting RailCorps assets from graffiti, theft and destruction.

 

The services are required 7 Days a week as directed by RailCorp. Start and finishing times may vary depending on the finishing time of shifts worked by the contract security guards at the various locations.

 

Monitoring and reporting services

The services included in this RFT are to monitor and report on the performance of Contract Security Guards in maintenance centres and stabling yards.

 

Commencement and term of the contract

The successful Tenderer is required to establish resources and systems and commence the services on 1 July 2007.

 

RailCorp is seeking Tenderers for the term of the Tender for one year plus the option to extend at the absolute discretion of Rail Corp for an additional one year. This extension can occur twice resulting in a potential contract total of 3 years (1+1+1).

 

Performance standards

RailCorp requires a high standard of performance of the Services which are to be provided in accordance with a performance standard set out in Part C of the RFT which will for the Contract with the successful Tenderer.

 

Alcohol and drugs

In accordance with section 42 of the Rail Safety Act 2002, RailCorp must ensure that all persons employed or contracted to perform railway safety work (as defined in the Act are not under the influence of alcohol or any other drug when about to carry out, or while on duty for the purpose of carrying out (whether or not carry out) railway safety work.

RailCorp may at any time arrange with an authorised officer of RailCorp for the random testing of any person undertaking railway safety work for the presence of alcohol and drugs in accordance with the provisions of the Rail Safety (Drug and Alcohol Testing) Regulations 2003. It is an offence for a person to refuse to undertake a test if requested by and authorised officer of RailCorp.

The successful Ternderer shall ensure that all its employees and subcontractors engaged in the work under the Contract are familiar with the provisions relating to drugs and alcohol and drugs and alcohol testing in the /Rail Safety Act 2002 and the Rail Safety (Drug and Alcohol Testing) Regulation 2003 and that those employees and subcontractors are alcohol and drug free and co operate with RailCorp in administering these requirements.

Without limiting the clauses of the Contract the successful Tenderer may be directed to have any person who is found to be under the influence of alcohol or drugs while at the allocation prevented fro performing any work under the Contract and/or removed from the location. Under the Rail Safety (Drug and Alcohol Testing) Regulations 2003, the prescribed concentration of alcohol is 0.02grams or more of alcohol in 100mils of blood

OH&S

As the majority of the Services are to be performed in close proximity to operating trains, live overhead high voltage electrical wires and other areas of high safety risk, a high standard of OH&S management will be required.
