RailCorp is seeking Tenders from companies experienced in the provision and ongoing support of an externally hosted Learning Management System. This is to include the delivery of a Learning Management System, implemented and configured to RailCorp specification; a managed hosting service to operate the solution and associated training, support and maintenance services.

During 2009/10, RailCorp delivered approximately 78,000 co-ordinated training interventions conducted for RailCorp employees, contractors and external trainees. 

The bulk of this training is currently conducted via Instructor Led Training (ILT) delivery, supported by paper based learning tools.

To support the enormous volume of training and the above challenges, RailCorp has decided to introduce eLearning as an alternative channel of training delivery, and to implement a centralised eLearning content repository and delivery capability.

There is  Pre Registration Mandatory Evaluation Criteria stated in Conditions for Participation.

Tenderers using Apple’s Macintosh computers should use Firefox as a web browser to access the tender documents over the internet, once access is provided.

 

The Pre Registration Mandatory Evaluation Criteria are:

M1      
The supplier has or will undertake to attain ISO27001 certification, within two [2] months of contract commencement, scoped to the solution being provided (hosting services, application services, help desk and maintenance/support and training/consulting services) in order to provide assurances that content and identities are managed appropriately.

M2      
The supplier’s solution must demonstrate proven capability to integrate with enterprise applications in particular ERP systems such as SAP, Oracle E-Business Suite and Mincom Ellipse.

M3      
The supplier must have demonstrated experience in providing solutions of similar scope and nature to large complex corporate organisations similar to RailCorp which has 16000 employees and offers over 1500 training courses, delivering  over 78,000 co-ordinated training interventions per year.
