Tender Details

RailCorp is undertaking a large scale transformation of financial processes under the Board-sponsored Business Finance Improvement (BFI) Program.

Leading practice design solutions, a business case and an implementation plan have been developed and approved.  The program is now commencing its build and implementation stage.  The new solutions comprise new processes supported by enabling technology and aligned with organizational roles. Work-streams have been established to ensure that the required components are available, built and implemented across the range of solutions.

The BFI Program is aimed at transforming finance related functions across RailCorp with a vision to:

“provide RailCorp’s Board, CEO and Operational Managers with proactive, flexible, forward looking, business focused finance and accounting services to improve the financial stewardship of the organisation”

In order to provide required levels of specialist finance knowledge and expertise, RailCorp is seeking to establish a standing offer panel of specialist finance service providers to assist in the build and implementation of the major streams which comprise the BFI program.

Specialist finance advice is required for five finance topics, which include:

1.       Scenario Modelling

  1. Forecasting and Planning
  2. Cost Management and Costing (including project costing)
  3. Performance Reporting
  4. Financial Accounting (including fast close).

 

The aim of the panel is to enable RailCorp to efficiently and effectively source its specific briefs through the rapid engagement of a service provider to provide the required financial knowledge, experience and assistance. It is envisaged that the services required will fall into two categories:

 

Service Type 1: Services of an individual to carry out a defined task under the direction of RailCorp (Schedule of Rates)

Service Type 2: Services of a Company to carry out a defined Scope of Work (Schedule of Rates, Upper Limit Fee or Lump sum, )

Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).
