Tender Details

This RFT invites submissions for the provision of fixed wing transport services for the Ambulance Service of NSW (ASNSW), encompassing an area from Brisbane to Melbourne and east of the Darling River to Lord Howe Island, but not including the far western sector of New South Wales west of the Darling River, for a ten year period with an option to extend by a two year period. 

 The successful tenderer will be required to provide, operate and maintain the fixed wing Aircraft. 

This RFT 0800903 is issued in parallel with Ambulance Victoria  RFT 1100 for a similar service.  

A joint tenderer briefing with ASNSW will be held in Sydney on 15 January 2009.

SCOPE

The principle role of fixed wing transport services is the carriage of patients and medical crew in the performance of their duties, which may include but not be limited to inter-hospital transfers of patients and the transport of specialised medical/rescue crews to assist local Ambulance and medical resources during a major incident. 

The continuation of the patient’s medical and nursing care during transport between the referring and receiving hospitals is essential.  The Aircraft becomes an extension of the hospital. 

In particular, fixed wing transport services are required for but not limited to: 

(a) Fixed wing transport for the purpose of carriage of patients and medical equipment between hospitals in NSW (including Lord Howe Island), Queensland, Victoria and the ACT.

(b) Fixed wing transport as required by ASNSW in response to mass casualty events from disaster and terrorism activities.  

(c) Training flights for the purpose of meeting the Contractor’s training and checking requirements and those of the ASNSW, both for the Contractor’s operational crew and ASNSW medical crew.

(d) Carriage of equipment on behalf of the ASNSW or its nominees

The successful tenderer shall provide appropriate equipment, personnel, Aircraft spare parts and flying equipment as detailed in the Specification, but does not require the provision of nursing and medical crew. 

The ASNSW intent is for a total package solution for the supply, operation and maintenance of new fixed wing Aircraft out of ASNSW premises currently located at Mascot. 

This will involve four or five aircraft.  The addition of two larger aircraft, to address increasing patient size/weight/numbers and to ensure medical requirements are adequately covered, will also be considered.

Additional Details / Instructions

Mandatory Requirement.

It is mandatory for tenderers to conduct a site inspection of the ASNSW premises, corner of Ross Smith Avenue and Eleventh Street, Mascot.  ASNSW will make available at least one of its aircraft for inspection. 

 The following three dates and times have been set aside for this purpose:
