Tender Details

Sydney Water is upgrading the treatment plants at Castle Hill, Rouse Hill and Riverstone and linking them to create the North West Treatment Hub (NWTH). 

An Alliance delivery model has been chosen for the delivery of the NWTH Growth Program.

The project Scope includes liquid stream works at Rouse Hill Water Recycling Plant, Biosolids Amplification at Riverstone Waste Water Treatment Plant, new sludge transfer pipelines, pumping stations and associated facilities. Further liquid stream upgrade works are also required at the facilities at Castle Hill and Riverstone.

The NWTH Growth Program is a large-scale, complex systems integration project that requires the coordinated delivery of multiple assets that must work together, integration with both Sydney Water’s water networks and water treatment asset bases as well as account for any impacts on operating plant and brownfield facilities.

Through this Expressions of Interest (EOI) process, Sydney Water invites Proponents (comprising of one or more companies) to demonstrate they are the right Alliance Partners to deliver the NWTH Growth Program outcomes effectively and efficiently through a successful alliance. The right Alliance Partners will be those that:

•understand and appreciate the NWTH Growth Program outcomes and delivery challenges

•are aligned commercially; 

•can effectively integrate to create and sustain the delivery environment required for success; and 

•bring the right suite of capabilities, behaviours and mindsets. 

An industry briefing session will be held as an online project presentation to registered participants during the week commencing 15th July 2022.

Expression of Interest for Specific Contracts - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a specific work or service. Applicants are initially evaluated against published selection criteria, and those who best meet the required criteria are invited to Tender (as tender type Pre-Qualified/Invited).

Sourcing activities are conducted using the Ariba system. Interested suppliers must complete the self-registration request in Ariba via this link. www.sydneywater.com.au/supplierregistration. However, you do not need to re-register if you have previously successfully completed Sydney Water's Supplier Registration questionnaire via Ariba.

Note: Completing registration does not immediately grant a supplier access to the EOI. 

Interested suppliers must then notify Sydney Water via email at industry.northwesthub@sydneywater.com.au when they have submitted the self-registration request / or if they have previously completed registration to receive EOI documents.

Following the successful registration for this EOI, the Proponent will be provided the documents required to take part in the EOI on 8th July 2022.

Conditions for Participation

Sydney Water invites both formed alliance teams and other interested organisations with the required capability to participate as an Alliance Partner to respond to this EOI. A summary of some of the requirements are outlined below, with more detail on the conditions for participation and the Proponent’s Proposal are provided in the EOI documentation.   

Formed Alliance teams at EOI Stage

To participate, Proponents (each comprising of one or more entities) need to demonstrate local or international case studies (in the last 5 years) for a program or project of a similar nature, scale, complexity and value in respect to the capabilities below:

•Systems Integration;

•Construction (Delivery); 

•Solution Development, Engineering (Detailed Design); 

•Construction (Delivery) Readiness; and 

•Program Management. 

Other interested organisations

Organisations who are not part of a formed Alliance team at EOI stage, or cannot provide or demonstrate the required capability across a majority of the nominated capability areas, but are interested in being part of a successful Proponent Alliance for the NWTH Growth Program, are invited to register their interest through providing a submission for consideration by Sydney Water, in line with the requirements set out in the EOI documentation.  

Organisations should note that Sydney Water will not consider suppliers without the capability or capacity to be a Non-owner Participant (NOP) for this Alliance or any corporate marketing, capability or business development material provided.
