Tender Details

The evaluation of the Aboriginal Child and Family Centres in NSW will cover the initiative as a whole, each of the nine Centres individually and the activities delivered within the Centres. The evaluation will link with the National Evaluation on the IECD Partnership Agreement. The NSW evaluation will cover all Centres and allow scope for each community to develop its own unique evaluation questions and methodology. This will provide a more in-depth assessment of the establishment and operation of the Centres. The evaluation will include process, outcome and economic components.

The Process evaluation will describe how the Centres are being implemented across NSW. It will assess the cultural appropriateness and responsiveness of the governance arrangements, service activities, staff training and resources.

The Outcome evaluation will examine how effective the Centres have been in improving outcomes for Aboriginal children, their families and communities.

The Economic evaluation will review the expenditure to determine whether the agreed costs are appropriate and whether services performed in the Centres are efficient.

An action research strategy will be used for the NSW evaluation. The existing Local Reference Group or community governing board will be the main consultation and engagement point for the evaluation.
