Tender Details

NSW Department of Communities and Justice planning to conduct an open tender to invite Aboriginal Community Controlled Organisations (ACCO) to apply for the Doonside Aboriginal Child & Family Centres (ACFC) contract. The successful respondent will be awarded a contract for operation of the ACFC.

How an ACCO is defined:

Clause 44 of the National Agreement on Closing the Gap sets the definition of an ACCO.

Clause 44 states that:

Aboriginal and Torres Strait Islander community control is an act of self-determination. Under this Agreement, an Aboriginal and/or Torres Strait Islander Community-Controlled Organisation delivers services, including land and resource management that builds the strength and empowerment of Aboriginal and Torres Strait Islander communities and people and is:

• incorporated under relevant legislation and not-for-profit;

• controlled and operated by Aboriginal and/or Torres Strait Islander people;

• connected to the community, or communities, in which they deliver the services and;

• governed by a majority Aboriginal and/or Torres Strait Islander governing body.

The decision to facilitate ACCO entrants into the early childhood education market is underpinned by the Aboriginal Procurement Policy and the principle of self-determination, and aims to ensure that Aboriginal communities have a genuine voice in determining what and how services are delivered to their communities.

The successful provider from this open tender must provide a proposal and solution that demonstrate their ability to coordinate a mix of culturally safe services and supports, responsive to community needs, including early childhood education and care, parent and family support and maternal and child health from the ACFC premises in Doonside.

The ACFC contract will be awarded for a five-year initial period (pro rata from 1 July 2023), anticipating from 1 January 2024 to 30 June 2028 with quarterly contract reviews by Commissioning and Planning. Upon successful completion of the initial contract, an option to extend for an additional four years may be exercised. The option to extend period is 1 July 2028 to 30 June 2032.

The funding for the initial term of the contract of the ACFC Program is $5,500,000 (inclusive of GST) with the possibility of further extension at the end of the initial term.

The Department anticipates to publish the Open Tender for rfx_878 on the Procurement Central platform in late September 2023.
