Tender Details

The Premier’s Anzac Memorial Scholarship (PAMS) tours have been running since 2009. The Office for Veterans Affairs (OVA) has been managing the PAMS tours since 2016. The tours take up to 20 students each year to battlefields and educational sites and institutions associated with Australian military history. 

The OVA, which administers the tour on the behalf of the Premier, requires a specialised tour provider to coordinate the itinerary, travel, and accommodation for the tour. The contract with the current tour provider expires with the delivery of the 2023 tour and a tender is now required to recruit a company to coordinate tours from 2024 onwards. Planning for the 2024 tour will commence in August 2023 so the procurement process must be completed by July 2023.

Tours are designed to align closely with the NSW curriculum, and the tour provider must have a deep understanding of the educational needs of the tour participants. The tour provider must also be an experienced and highly specialised provider of school History tours and have a proven track record of providing high quality touring experiences for teenagers that are focused on the history of Australians at war and that consider the learning, social and welfare needs of the students.

FCM Travel Solutions (FCM), the provider of the Whole of Government Travel Management Services contract, does not have expertise in arranging bespoke battlefield history tours. Discussions were held with FCM and Procurement staff to consider if FCM could manage any aspect of the tour, but it was ultimately decided, with all parties’ agreement, that it would be more streamlined if an alternate single specialised tour company was contracted to manage all aspects of the tour.

It is proposed to conduct an open tender to allow the broadest market opportunity. OVA is aware of a number of tour companies that specialise in education tours, but other companies might also be interested in the offer.  

The term of the contract is for two tours (2023, 2024), with an option to extend the contract for a further two tours (2025, 2026). The option to extend the contract will be subject to performance and at the discretion of the Office of Veterans Affairs (OVA).
