Tender Details

The NSW Land and Housing Corporation (‘LAHC’) is excited to offer a unique opportunity for a Community Housing Provider (‘CHP’) or CHP led Consortium to deliver diverse social, affordable and other rental housing outcomes in the Parramatta LGA.

The RFP Parramatta Project (the ‘Project’) bundles three closely located Sites into a single transaction made possible through land and capital contributions from NSW Government to maximise housing outcomes.

The Project also makes available, at the Proponent’s discretion, an innovative and highly concessional funding package through the National Housing Infrastructure Fund - Social and Affordable Housing.

Through successful delivery of this Project, LAHC and NHFIC hope to learn lessons and set new benchmarks in State and Commonwealth partnerships with the CHP sector to address the housing and homelessness crisis in NSW.

LAHC will be utilising a data room for the ongoing management of the documentation for this invitation for Request for Proposals. To be able to access the documents through the data room LAHC requires your organisation to complete the following:

• a Confidentiality Agreement (file: Confidentiality deed poll attached); and

• information on individuals requiring access to the data room (file: Requested Authorised Persons List attached).

• This is a covered construction procurement as mandated by the Enforceable Provisions Procurement Direction under the Public Works and Procurement Act 1912, and

These provisions came into effect in New South Wales on 29 November 2019.

How to lodge an RFP response: Click LODGE A RESPONSE at the bottom of the page and follow the instructions to attach your files for lodgement. It is the responsibility of Proponents to ensure that sufficient time is allowed for the lodgement of responses, as electronic receipt of lodgement is not issued until all the documents are fully uploaded. It is recommended that you attempt to lodge your response at least 24 hours prior to closing time so that if you experience difficulties the contact officer nominated may be able to assist in resolving any problems. You can attach up to 5 individual files on each lodgement. There is no restriction on the number of times you lodge a response in order to submit all of your files but you should identify each file (e.g. file_1_of 6, file_2_of 6 etc). Accepted File Formats: Word (.doc), Excel (.xls), Adobe Acrobat (.pdf) and JPEG (.jpg)

Conditions for Participation

This invitation for Request for Proposals is inviting interested parties, who must be a registered Tier 1 Community Housing Provider or a Consortium led by a Tier 1 registered Community Housing Provider.

For the avoidance of doubt, a consortium may also included non-CHP members such as builders or investors.
