Tender Details

The NSW Sheriff’s Office has a variety of requirements relating to the provision of meals for NSW juries. Details of which may be found in the paragraphs below:

Meal Requirements
Each jury meal order consists of the following:

a)Individually wrapped sandwich for each juror for the first five (5) days of jury service,

b)Individually wrapped hot meals for each juror from day six (6) onwards,

c)A water or juice bottle for each juror daily; 

d)A piece of fruit per juror or a small fruit salad (100gms per juror) daily; and

e)Fresh milk for the entire jury (as and when required).

Prepared meals are to be of bistro quality served in their entirety, in individually packaged containers that are labelled to describe the meal. Information concerning each meal, including those for the facilitation of special dietary requirements (dairy free, gluten-free and vegetarian options), are to be clear from the labels on the packaging provided. 

Menu Requirements
The Supplier must provide the NSW Sheriff’s Office with a seasonally appropriate menu for sandwiches and prepared meals from which jurors can choose to vary their meals when empanelled for a long hearing. A menu should, as a minimum, list a choice of five meals or sandwiches across a five-day period. However, the Supplier will develop selections and rotation cycle in consultation with the Office of the Sheriff of NSW. Each menu should also provide jurors with a daily choice of a gluten free, vegetarian and dairy free alternative.  

Food Orders
Food orders will be placed up to 4.30 pm the day before each court hearing, with any

changes, additional orders or cancellations notified as soon as possible up to 10.00 am on the hearing day. 

These orders will be based on menus provided weekly by the supplier and placed in an order form representing each jury and location.  A sample order form can be found in Attachment 2. 

Packaging Requirements
Packaging should allow the meals to be stored in either a refrigerator or food warmer for the period between delivery and jury mealtime at approximately 1:00 pm each day. In addition, packaging should be microwave friendly, should it be necessary to reheat the meal. 

The labelling on each meal is to include instructions about the correct storage temperature and (if applicable) the method of heating. 

Each meal provided for day 6 onwards needs to include cutlery and paper napkins. 

Service Requirements
The Supplier will have in place robust contingency arrangements to ensure that food orders are delivered each day by no later than 12.45 pm to each of the following sites regardless of shortages or transport issues:

1.Sydney Downing Centre (143-147 Liverpool St, Sydney NSW 2000);

2.King St Courthouse (Elizabeth St & King St, Sydney NSW 2000);

3.Darlinghurst Courthouse (138 Oxford St, Darlinghurst NSW 2010); and

4.Sydney West Trial Courts (6 George St, Parramatta NSW 2150).

Meals should be grouped into separate jury orders for each courtroom for ease of identification and distribution to individual jurors. 

Requirements Relating to Supplier’s Staff 
All food must be prepared and handled by Supplier employees or contractors who have passed a National Criminal History Check or National Police Check. The criminal history check is to be completed at the Supplier's expense.

The Supplier is to keep a register of staff handling jury food and deliveries showing the staff member's name, currency status of National Criminal History Check, and if a conviction has been recorded, the type of offence. 

The Supplier is to notify the NSW Sheriff’s Office as soon as it becomes aware that a staff member has a conviction. The supplier is also to conduct a new National Criminal History Check report for its staff every 12 months. 

Staff members with recorded convictions may continue to provide jury meal services only at the discretion and approval of the NSW Sheriff’s Office.

Special Request Sandwiches and Meals

A special request sandwich is made with ingredients specified on the NSW Sheriff’s Office’s order to meet an individual juror’s dietary requirements (e.g. vegetarian, gluten-free, halal, and kosher). The Supplier should use solutions that do not increase the cost of the order to which they belong. However, where this is unavoidable, the Supplier must contact the NSW Sheriff’s Office prior to making up the order for approval to proceed. All special orders are to be separately packaged, marked to show the description of the contents and delivered with the remainder of the order to the specified delivery point for the jury requiring it.

Invoicing & Reporting

The Supplier is to provide on a monthly basis, a consolidated invoice to the NSW Sheriff’s Office and invoices@justice.nsw.gov.au. The invoice must contain sufficient information to be referenced back to the delivery dockets provided with each delivery to allow for three-way matching. 

In addition, monthly summaries itemising the number of meals delivered to each jury for each location, on each date and the amount paid to track usage trends. 

The Supplier is to nominate a contact person to undertake the function of contract manager and be the contact point for the NSW Sheriff’s Office for matters relating to clarification of food quality or accounting enquiries.

Evaluating success
In order to evaluate the continued performance of the contract, a series of key performance indicators have been developed. These can be found in Attachment 1 of the RFX document.
