Tender Details

Scope of Services

The scope of the Service that the Provider must deliver under this Agreement is:

(a) Delivery consisting a total of five (5), 7-day, Leadership Prepromotion Program (Senior Correctional Officers rank) training programs over an initial term of three (3) years which models the previously delivered pilot program. The Leadership Prepromotion Program (Senior Correctional Officers rank) will include the following:

(i) 5 days of facilitation (Facilitation Period);
(ii) 2 days of observation and assessment of candidates (who have successfully completed all components of the 5-day training program) against developed industry benchmarks (Observation and Assessment Period). Candidate feedback is to be included in this assessment process; and
(iii) opportunities to enhance training program outcomes (e.g. facilitated evening sessions, study groups, etc.)

(b) Facilitation group size will be up to 25 candidates per program.

(c) Delivery (with assessment components included) of the 7-day leadership training contextualised to industry requirements focuses on the following topics:

(i) Communication techniques / strategies as a supervisor leading a team
(ii) Demonstrating and modeling accountability
(iii) Building capabilities of (and capacity within) teams
(iv) Fostering / supporting change
(v) Critical thinking / problem solving and reflection (emotional intelligence)
(vi) Resource planning
(vii) Resilience
(viii) Managing self in the context of a supervisor leading teams

(d) Training program content and subsequent delivery should be aligned to tertiary level.

(e) Training program outcomes should provide future pathway into higher level qualification attainment.

(f) There will be an initial consultation period (Consultation Period) during which the Provider will design and develop the training program and training materials (including but not limited to facilitator guide, learner resources and presentation material) in consultation with the Department. The Provider will ensure the final training product has incorporated design structure, delivery standards and continuous improvement as identified within the Leadership  Program (Prepromotion Pilot) previously facilitated for existing Senior Correctional Officers.

(g) The Consultation Period will be negotiated to suit both the Department and the Provider with consideration being given to Project time frames. These days may not necessarily be consecutive to enable both Parties to develop or amend resources as required.

(h) The Consultation Period will begin with an in-person meeting. At this first consultation, the Parties will develop a Project plan with clearly defined time frames and responsibilities to ensure that outcomes associated with development, delivery and assessment are achieved.

(i) The Provider will provide the completed program (including all training materials) for review within six (6) weeks of the first consultation meeting.
