Housing NSW is seeking proposals from selected prequalified organisations for Planning Assessment Services to undertake Environmental Assessments for the approximately 500 projects that will deliver these new dwellings.
It is expected that more than one service provider will be required.
Successful proponents will be engaged to provide independent planning expertise for all development projects requiring development and environmental assessment, irrespective of the proposed assessment route. It is anticipated that the majority of development projects will be assessed under ISEPP, requiring a Part 5 assessment under the EP&A Act.
Planning consultants will be managed by Housing NSW and will co-ordinate on a day-to-day basis with the Development Managers assigned to their project. The vast majority of these activities will need to occur prior to September 2009 with the engagement likely to then cease.
Key services will include:
§ Initial planning investigation report and site visit;
§ Where assessed under ISEPP, an Environmental Impact Assessment (EIA) under Part 5 of the EP&A Act and completion of a Statement of Compliance;
§ Where assessed under NSJP Act, an Environmental Assessment (EA) as per guidelines issued by the Office of the Co-Ordinator General (OCG);
§ Where assessed under Part 4, preparation of appropriate planning reports and supporting documentation for submission to relevant determining authority;
§ Liaison with required public authorities to achieve the appropriate advice and approvals; and
§ Attendance at required meetings throughout the assessment process.
