Background:
The NSW Department of Education and Training delivers public education and training from early childhood (pre-school), through to the compulsory years of schooling (Kindergarten to Year 10), and senior secondary education leading to the award of the NSW Higher School Certificate (in Years 11 and 12). It also provides TAFE NSW courses, adult and community education courses, migrant English programs, post-secondary art courses and advice to the NSW Government on higher education.
DET Computing Environment:
DET has several different server platforms in use for the provision of corporate applications. These are OpenVMS, Unix, Linux, OS400 and Windows. The servers and virtualised servers are deployed in development, user acceptance testing, and production environments. Linux is the preferred environment for DET applications. DET applications include public-facing Internet and internal Intranet web-based applications. Refer to the RFQ PDF document for more technical detail of the DET computing environment.
Requirements Summary:
The IT Directorate of the NSW Department of Education and Training is seeking to implement a Test Management Tool and a Functional Test Tool that will enable all test processes and activities to be incorporated within a dedicated Test Management control system. This tender is only available to a selected list of providers under Contract 2036, due to a short time-frame and limited funding.
It should be noted that development and change control toolsets and Test Tools dedicated to the conduct of system stress and performance testing should not be included in the quotes. Quotations are sought for the supply, implementation and training of a Test Management Tool and a Functional Test Tool only.
Vendors must complete separate Price Schedules for:
Software - Test Management Tool
Software - Functional Test Tool
Software services for licensed software
Support and consultancy
Training
Help - (Help Desk)
Configuration and design modifications
Documentation costs
Yearly maintenance costs
Upgrades costs - additional training etc.
These schedules will constitute what is referred to as "List of Contractor Supplied Equipment and Prices". Vendors should ensure that their quotation includes prices for all equipment and services that will be required to supply, install and maintain the system for a period of three years.
Licence Requirements:
Vendors must base their configuration and pricing around provision of all software, above that provided as standard in the operating system, or in its standard development environments.
Pricing should be based on a minimum of 15 to 20 concurrent licences for the Functional Test Tool and 5 concurrent licences for the Test Management Tool. Vendors should consider a number of licensing models, for example purchase of additional licences 3 year payment plans versus discount for payment up front.
The pricing sections should consider the software as comprising the central server, and the client software being the connectors which provide access for operating systems, application systems, database environments, etc.
