Department of Education / Connectivity and Network Access for the DET Learning Device (Restricted) - DETPD0902

This Request for Proposal (“RFP”) is a restricted RFP made by the NSW Department of Education and Training (“DET”) for the supply to DET of connectivity and network access for the DET learning devices and other defined deliverables. 

DET is seeking vendor partners to support it in delivery of its part of the Commonwealth Government's Digital Education Revolution and other DET initiatives. These initiatives have the objective of radically increasing the availability of information and communications technology (ICT) to secondary school students in Years 9 to 12. DET seeks to implement these programs and initiatives by: 

• providing a powerful, compact learning device to each Year 9-12 public school student and each secondary teacher in NSW public schools; and
• installing wireless connectivity in all NSW public schools with Year 9-12 enrolments to support the students’ use of the learning devices.

The key outcome of this RFP is to enter into a Contract with a single Respondent for a period of 3 years with up to 2 one-year optional extensions.  It is DET’s intention to use 1 supplier to implement the entire connectivity and network access solution.

Pre-Qualified / Invited - Only those directly invited to tender, may obtain an RFT for the purpose of lodging a tender response. Generally an invitation from a pre-qualified register of approved tenderers who have the ability to undertake the particular work or type of work proposed, a limited number of service providers are known to carry out the work or service (or in emergency or other restricted situations). Tenderers have usually been pre-qualified, accredited, or selected for the type of work and financial range. Competitive bids called from a standing offer (panel / period) contracts would also use this type.

This RFP will require i-Tenders Supplier software to respond. This software is MS Windows compatible only.

Lodging the RFP response:

1. Your completed response in the required software format MUST be lodged electronically via this RFT web page. Click on the blue LODGE A RESPONSE link at the bottom of this page and follow the on-screen instructions.

2. Two signed hard copies and a CD copy of each Proposal, including attachments and supporting materials / items if any, must be provided and received in full on or before the Closing Date and Time, at the DET Tender Box.

One hard copy (including attachments or supporting material /items if any) must be marked “Original” and the other marked “Copy”. The copy is not to be hard bound.

Both hard copies and the CD must be faithful copies of the Proposal submitted on the eTendering website. If any discrepancies exist and the full Proposal is received by the Closing Date and Time, the “Original” hard copy will be taken as the Proposal.

This is a restricted RFP, being the second stage of this procurement process, following an earlier request for Expression of Interest (EOI). Evaluation of the responses to that EOI phase has led to the selection of a short-listed group of EOI respondents.
