Tender Details

The Warringah Freeway Upgrade’s Noise Insulation Program (Program) requires a Built Heritage Specialist to ensure the Program meets the requirements of the approved Conditions of Approval specifically condition E81 of SSI8863. You will be required to:

  • Carry out a ground-truthing exercise which willconfirm which properties are identified as heritage listed, the category of heritage and, whether the Program requires further approval from the local council
  • Develop a report that reviews the proposed treatments for each building, provides recommendations whether the treatments will adversely impact the heritage significance and whether the treatment meets all statutory requirements (local, state and federal – if applicable) 

TfNSW is inviting suitably experienced and qualified organisations to participate in the tender process for the Project. 

Prospective tenderers will need to complete, sign and return the confidentiality deed (in accordance with the instructions in that deed) prior to being given the passcode to access the Request for Tender documents.   

To successfully participate in the tender process, you must: 

  1. Execute (to the satisfaction of TfNSW) the Confidentiality Deed Poll to receive the tender documents and must return to TfNSW via mdptenders@rms.nsw.gov.au by 11:00 am 10th May, 2021.
  2. Meet the minimum requirement (as outlined below) and provide evidence  

 Minimum requirements:

  1. Must have previously provided built heritage services to an infrastructure project in NSW, ideally in relation to noise attenuation works
  2. Proof of relevant qualifications and expertise of nominated team / personnel
  3. Must have experience in assessing heritage buildings (including class 1 and 2 buildings)
  4. Must have capacity to provide services for 70 buildings on an ad-hoc basis  

All tenderers must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).
